The City.Council of the City of Tiffin, Iowa, met on June 26, 2013, at 16:30 p.m., at the
Springmier Library in the CCA Middle School,.in the City for the purpose of conducting a public
hearing on a proppsed*urban-renewal plan amendment. The Mayonpresided and the roll being
called the following members of the Council were present and absent:
Present: Kahler,-Ryan, Bartels,Upton,-Phillips
Absent: none
The City Council investigated and found-that notice of the"intention of the Cou'n'ci.1 to
-,condubt a public hearing on the,urban renewal plan amendm6nt had been published according'.tb
law and as directed by the*Council and that this is the time and place"at which the Cou6cil'shall
receive oral or,written objections from' any residcnt or property owner of the City. All written
objections, statements, and evidence 1eretofore filed were repoited,to the Council., and all,,oral
objections, statements; and all other exhibits.presented were considered.

the hearing closed.
Council Member Kahler moved 1he-adoptio'n,.of a resolution entitled "A resolution to

Council-Member Ryan. After due considerati6n, the Mayor put the question on the motion.and

RESOLUTION NO.2013-129
A resolution to approve urban renewal plan amendment for the Tiffin Urban
kener"val Aiea
WHEREAS, as a preliminary step to exercising the authority conferred upon Iowa cities
by,Chapte,r,403 of the Code of.Iowa (the "Urban Renewal Law'), a municipality must-adopt a
resolution.finding that one or more slums, blighted or economic development,areas exist in the
municipality and that the rehabilitation, conservation, -redevelopmcni, development or a
combination thereof, of such area or areas is necessary,in the interest of the public health, safety
or welfire of the reiiderits..of the municipality; and
WHEREAS, this City Council by prior resolution established the Tiffin Urban-Renewal
t.
,Area (the "Urban Renewal Area") and adopted an urbztn renewal plan (the "Plan") for the
governance of projects and initiatives therein; and
WHEREAS; an amendment (the "Amendment") to the Plan has been prepared which
would facilitate the undertaking of new urban renewal projects,consisting of (i) using tax
increment financing in support of the City's 2013 Capital Improvement Projects; (ii) using tax
increment financing in support of the,City Park hi provements Project including.paving at ,the
City's socc'e'r complex and fencing at the baseball diamonds; and (iii) using tax increment
financing to support d private developer in the development of an industrial'recycling plant in the
Urban Renewal Area; and (IV) using tax increment financing to support the improvement and
extension of public infrastructure in connection with the development of residential housing; and
WHEREAS, notice of a public bearing p y the,City City Council of the City of Tiffin, Iowa, oh.,
the proposed Amendment was heretofore given'in strict compliance with the provisions of
.Xhapter 403 of the Code 'of Iowa, and the Council has conducted said hearing on Tune 26, 2013;
and
WHEREAS, copies- of the Amendment, notice, of a public -hearing and .notice of-a.
consultation meeting with respect to the Arn�ndment were mailed to Johnson County rand the
Clear Creek-Amatfa Community School District; the consultatibn meeting was held on the 26t'-
day of June, 2013; and responses to any comments or recommendatians'rec.eived following thet
consultation meeting were made as requirdd by law;
NOW, THEREFORE, It Is Resolved by4he City Council'of the City of Tiffin, Iowa, as
follows.
Section 1. The Amendment, attached hereto and mad6 a part hereof, is hereby in all
respects approved.
Section-2. It is hereby deten-nined'by this City Council-as follows:
A. The activities proposed finder the Amendment conform to the general.plan

installAtion of fencing at the City's baseball diamonds. The City Park Project will

Irnproycments.Project will enhance the quality of life in the City, thereby resulting.in
residential and commercial ,growth in the Area.

Improvements Piroj6ct: - The City will acquire such easement territory and right-of-way
as are necessary to successfully undertake the Potter Park Improvements Project.

Description of Big Seeds Project: Big Country Seeds (the "Company") has
proposed-to undertake the expansion of its seed processing facility situated at 1050
f. Greenfield Drive (the "Development Property") in'the Area. The expansion will double
in size the Company's existing physical plant, add industrial/recycling operations and add
four (4) new jobs. It has lieen requested that the City provide tax increment financing
assistance.to the Company in support of the efforts to improve the Development Property.
Description of Public Infiastructuke: It is riot anticipated Mat the,City will install
public infrastructure in connection with the Big Seeds Project.
Description of Properties to be Acquired in Connection with Big Seeds Project: it is
not anticipated that the City will acquire real property in connection with the Big See6
Project.
Description bf U�e of TIF: The City inten'ds to enter'into a Development Agreement
with the Company with respect to the Bi' Seeds Project and to provide 'ec"onornic

developMent."pa3inents (the"Paymbnts") thereudder. The Payments will be -funded with
incremental property tax revenues to be derived from the Development Property. It is
anticipated-that.the City5s,total commitment of incremental property tax revenues with
respect to the Big Seeds Project will'not exceed$250,000.

Description of, Housing Subdivision Suppokt Project: A private developer (the
"Developer") has proposed to undertake the development of high end residential homes
on certain real,property situated in the Area and bearing Johnson County Property Tax
Identificatioft Parcel Numbers 0627377001 and 0634201001-(the "Property"). The City
desires to provide support to the Developer by using tax increment financing to support
'the construction of the public infrastructure necessary for the development of housing on
the Property. The addition of view residential housing in the City will enhanceAhe quality
of life in the City thereby resulting in commercial and residential growth in the.City:
Description of Properties to be Acquired in Connection.with Project: It is not
anticipated that the City will acquire real-,property in connection with the Housing

Subdivision'Supp6rt Project.
Description of Use of TIF: It is anticipated that the City will enter into a development
agreement with the Developer. pursuant to which the City will provide payments
thereunder funded with incremental property tax. revenues to be derived from the
properties in the Area. It is anticipated that the,City's use of incremental property tax
fbvenue&for Housing Subdivision Support Project will not exceed�$90,000.
LMI Set Aside: Pursuant to the provisions of Section 403.22 off'the Code of Iowa, the
City will make provision for low and moderate income family housing assistance in an
amount not less than 39.5% of the TIF Revenues applied toward the Housing Subdivision
'Support Project.
2) Required Financial Information. The,following information is provided in
accordance with the requirements'of Section 403.17 of theCode of Iowa:
Constitutional debt limit of the City $7,655,224
putstanding general obligation debt'of the City: $4,000,000
Proposed debt to be incurred in area to be added
to Urban Renewal Area: $1,725,060*
*It is anticipated that some or all"of the debt incurred hereunder will be subject to
annual appropriation by.the,,City C6uncl .
