ORDINANCE NO. 10-2021
AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT
FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY
ASSISTANCE TO FIREFIGHTER GRANT PROGRAM
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Federal Emergency Management Agency (FEMA) Assistance to Firefighters
Grant Program has grant funding available through its Fiscal Year 2021 Fire
Prevention and Safety Activities Grant Program; and
WHEREAS, The City of Richmond Fire Department has submitted or will submit a grant
application to obtain funds that will be used for heavy rescue truck and equipment
purchase and training costs; and
WHEREAS, A fifteen percent(15%) local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond Fire Department has submitted or will submit, as
authorized by IC 36-1-4-10, a grant application to the FEMA Assistance to Firefighter Grant
Program.
2. The City of Richmond Fire Department is authorized to accept said grant funding
in an amount up to Nine Hundred Forty-six Thousand Nine Hundred Fifty-six Dollars and Fifty-
two Cents ($946,956.52).
3. The local match of One Hundred Forty-two Thousand Forty-three Dollars and
Forty-eight Cents ($142,043.48)will be supplied by the 2021 Richmond Fire Department budget.

4. Said grant funding shall be used for heavy truck rescue and equipment purchase
and training costs.
