REGULAR MEETING
November 6, 2012
The City Council of the City of Lynwood met in a regular meeting in the Council
Chambers, 11330 Bullis Road on the above date at 6:03 p.m.
Mayor Morton presiding.
Council Members Santillan-Beas, Alatorre and Morton were present.
Council Members Castro and Rodriguez were absent.
Also present were City Manager Haley, City Attorney Galante, City Clerk Quinonez and
City Treasurer Hernandez.
City Clerk Quinonez announced that the Agenda had been duly posted in accordance
with the Brown Act.
Item #6. PRESENTATIONS/PROCLAMATIONS
• Sheriff Captain Joseph M. Gooden — Update on Law Enforcement
Issues
Captain Gooden commented on missing the last council meeting. He
commented on the Lynwood's Public Information Officer's press release
regarding the Sheriff's efforts to use social media to deter crime. He
reported a homicide on Linden Street. He advised residents to monitor
their parties. Lastly, he presented the City Manager with two checks
totaling nearly $32,000.
In response to Council Member Santillan-Beas, Captain Gooden stated
that the Sheriff's Department does send out enforcement letters to
residents. In response to Mayor Pro Tem Alatorre, Captain Gooden
stated that letters are also sent to commercial properties. Mayor Morton
and Mayor Pro Tem Alatorre commended Captain Gooden for his one
year of service to the City. Mayor Morton and Captain Gooden
commented on the importance of community vigilance.
• City Council Members Reporting on Meetings Attended (Gov. Code
Section 53232.3(D))
Mayor Pro Tern Alatorre reported attending a Council of Governments
workshop about how other cities are attracting business to their cities.
Mayor Morton reported attending a SCAG meeting regarding electric car
chargers. He also reported attending the Policy Committee and
Transportation Committee on SCAG.

Julio Mendoza commented on Item #15 — TRANSFERRING OF PARK. MAINTENANCE
FUNDS TO PROJECT NO. 4011.67.909. He commented -in-support'of the item and
asked the Council to also extend the project to other areas of the City.
Irene Garcia commented on Item #15 — TRANSFERRING OF PARK.MAINTENANCE
FUNDS TO PROJECT NO. 4011.67.909. She commented on the gopher problem at
Julio's house. She asked that the gopher problem be addressed city-wide;- She also
commented on Item #18 — AUTHORIZATION FOR ISSUANCE OF BADGES TO
COUNCIL MEMBERS. She stated she was in opposition to-this item.
Lorene Reed commented on Item #16 — FIRST AMENDMENT TO THE DIRECTOR OF
HUMAN RESOURCES' EMPLOYMENT AGREEMENT and Item #17 := -FIRST
AMENDMENT TO THE DIRECTOR OF PUBLIC RELATIONS' EMPLOYMENT
AGREEMENT. She stated that she was in opposition to the items because they should.
have been under the new/old business portion of the agenda instead of under-the
consent calendar, because they are unfair and because general .staff is:not` getting an
increase in pay. She also commented on Item #19 — LYNWOOD. CANDY CANE LANE
PARADE. She expressed her appreciation for the City Treasurer's work on the parade
and advised the Council to postpone the parade to next year if necessary.
Harry Gibbens commented Item #15 — TRANSFERRING OF PARK MAINTENANCE
FUNDS TO PROJECT NO. 4011.67.909. He commented on-the gopher infestation in-the
City and stated that if the City only addresses the public areas.;then the -gophers will
invade the private properties. He asked if it was permissible to set up gopher traps in his
front yard.
PUBLIC ORAL COMMUNICATIONS`
Irene Garcia commented on City citation refunds. She cited'an example of a resident:
who waited for four months to receive a refund. She also commented 'on calling the
County Registrar/Recorder to complain about duplicate sample ballots sent to her home.
She asked for assistance with this problem.
George Murrillo introduced himself as a Lynwood Unified School District employee and
stated that he was involved with the Kaboom playground build day. He asked for an
update on the ground breaking.
Jose Luis Solache commented on a recent scam targeting Lynwood property.owners. He
asked for the Council's support communicating to the residents regarding the scam.
He commented on the action the Lynwood Unified School District is taking and reaffirmed
that the schools would not be sold. Lastly, he offered the district's support to.the City.-
City Attorney Fred Galante commented on complaints received about-the Angeles Fields
and JWM Ventures developers who have been making,contact with residents. He stated

that the City Attorney's Office sent a letter to the developers' attorney stating that their
claims are false and demanding that they stop giving the community false information. He
asked residents and business owners to let the City know if they have been contacted by
these developers. He clarified that the City is not involved in the Angeles Fields venture
at all.
Emilia Hernandez commented on the Angeles Fields project and asked for the City's
support in informing the community that the project will not happen.
Mayor Morton assured the audience that the project was not happening.
Joaquin Mesinas commented on parking enforcement in City Hall during council meeting
nights. He asked the Council to have parking enforcement patrol other areas of the City
on council meeting nights and on voting days.
Paulette Bradley commented on the Angeles Field project and suggested the City create
an ordinance banning solicitors.
Mayor Morton asked the City Attorney if the City could create an ordinance banning
solicitors.
City Attorney Fred Galante stated that any solicitation that misrepresents the City's
involvement is fraud and no additional laws are needed, but the fraud can be directly
reported to the Department of Real Estate.
Mayor Morton asked the residents to give the names of the solicitors to the City Manager
so that the City Prosecutor could handle it.
Antonio Munguia commented on the Angeles Field project and asked for the City's
support in informing the residents with the correct information. He also asked the Council
to do something about the loose dogs in the City.

Item #8. APPROPRIATION FOR FISCAL YEAR 2012-13 SUPPLEMENTAL LAW
ENFORCEMENT SERVICES FUND ALLOCATED BY SB 823 FOR
FRONT LINE LAW ENFORCEMENT SERVICES IN LYNWOOD
City Manager Roger Haley introduced the item regarding the appropriation for fiscal year
2012-13 supplemental law enforcement services fund allocated by SB 823 for front line
law enforcement services in Lynwood.
It was moved by Mayor Pro Tem Alatorre to open the public hearing.
It was moved by Council Member Santillan-Beas, seconded by Mayor Morton, to close
the public hearing. .

City Attorney Fred Galante introduced the item regarding the Authorization for. Issuance.,
of Badges to Council Members.
It was moved by Mayor Morton, seconded by Mayor Pro Tern Alatorre to-bring backs a,
wallet badge sample to the next council meeting.
City Attorney Fred Galante clarified that the motion was to bring back the badge in a
wallet format to see how it would look to order it, to consider at a future council meeting

Item #19. LYNWOOD CANDY CANE LANE 'PARADE
Director of Community Services and. Parks & Recreation, Perry Brents, introduced the
item regarding the Lynwood Candy Cane Lane Parade.
After discussion, it was moved by Council Member Santillan-Beas to approve°option #2 to
fund the night time parade and to have Recreation staff do the work that Pageantry
usually does.
After further discussion, Council member Santillan-Beas left the room:" The City Attorney'-
announced'that the meeting was terminated for lack of quorum.
The Council Meeting ended at 7:41 pm.
