HomeMy Public PortalAbout11-19-2001 Special Session . . . 287 MINUTES HILLSBOROUGH TOWN BOARD November 19, 2001 7:30 PM, Town Barn The Hillsborough Town Board held a Special Meeting on November 19,2001 at 7:30 PM in the Hillsborough Police Department Training Room for the Purposes of Discussing the Proposed Hampton Pointe Development. Present for the Board Meeting were Mayor Horace H. Johnson, Sr., and Commissioners Frances Dancy, Evelyn Lloyd, Kenneth Chavious, Mark Sheridan, and Brian Lowen. Staff present were Town Manager Eric Peterson, Planning Director Margaret Hauth, and Assistant Town Manager/Public Works Director Demetric Potts. Mayor Horace H. Johnson, Sr. called the meeting to order at approximately 7:30 PM. Hampton Pointe Developers Bill Anderson and Jerry Dickens addressed with the Board the Department of Transportation letter which requires the following improvements: · Widen portions ofNC 86; · Install left-turn lanes on NC 86 at both of the ramps for Interstate 85, as well as left turns and improvements on the ramps themselves; · Provide median between the main entrance of the shopping center and the off-ramp from the northbound side of the interstate; · Install traffic signals at both interstate ramps and the main entrance to the center. The signals would have to be synchronized; · Provide improvements to the intersection at NC 86 and US 70 Business, slightly north of the shopping center; and · Approve an agreement with DOT for encroaching on the DOT right-of-way. Traffic consultants hired by the developers told the Board that the synchronized signals would be able to handle the traffic generated from the shopping center. The developers unveiled a drawing of the largest proposed building, which would be between 185,000 and 200,000 square feet. Jerry Dickens said that the building would be for something like a Target or a Wal-Mart. The developers stated that the architect used various types of building materials to make the store look like several connected buildings rather than a single store. The developers stated that the five remaining out parcels would likely be two or three restaurants, a convenience store and a hotel. The town would consider proposals for those parcels separately. When asked about the overall size of the project the Developers stated that they still need the minimum of 425,000 square feet. They stated that they reduced the impervious surface from 69% to 64%. They also noted that they increased the number of traffic islands and trees in a portion of the parking lot. . . . 2.'8B The developers stated that it would take 12 to 15 months to open the first big box, and another year for the second to open. k~~ Respectfully submitted, Donna F.
