AN ORDINANCE ENACTING A BUDGET SYSTEM FOR THE VILLAGE OF PLAINFIELD
WHEREAS, 65 Illinois Compiled Statutes 5/8-2-9.1 through 5/8-2-9.10 provides that
a Municipality by a vote of two-thirds (2/3) of the corporate authorities then holding office
may provide for a budget officer having the responsibility to complete an annual budget
in lieu of an annual appropriation ordinance; and
WHEREAS, it has been determined that it is in the best interest of the Village of
Plainfield that a budget system be enacted in the place of the present appropriation
ordinance system; and
WHEREAS, three (3) copies of Sections 5/8-2-9.1 through 5/8-2-9.10 of Chapter 65
of the Illinois Compiled Statutes have been on file with the office of the Village Clerk for
at least thirty (30) days prior to the adoption of this ordinance; and
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS AS FOLLOWS:
The Village of Plainfield hereby adopts and makes a part hereof 65 Illinois
Compiled Statutes 5/8-2-9.1 through 5/8-2-9.10.
II. That a true and accurate copy of 65 Illinois Compiled Statutes 5/8-29.1
through 5/8-2-9.10 is hereby attached hereto and made a part hereof.
This Ordinance shall be in full force and effect from and after its passage, approval,
and publication as required by law.
This Ordinance shall be numbered as Ordinance Na. 1772

adopted this Section ~~g.1 and Sections 8-2-9.2 through 8-

municipal budget officer appointed in any municipality pursu~ ?
ant to Section 8-2-9.1 shall have the following powers and
duties:
(a) Permit and encourage and establish the use of efficient
plaz,ning, budgeting, auditing, reporting, accounting, and oth-
er fiscal management procedures in all mtuuetpal departr
ments, commissions, and boards.
(b) Compile an annual budget in accordance with Section '
8-2-9.3.
(c) Examine all books and records of all municipal depart-
ments, commissions, and boards which relate to monies
received by the municipality, municipal departments, Com-
missions, and boards, and paid out by the municipality, ~
municipal depart'ttents, commissions, and boards, debts and
accounts recei<~b1e, amounts ovt°ed by or to the municipality, ;
municipal departments, commissions, and boards. t
(d) Qbtain such additional information from the municipal-
ity, municipal deparixnents, commissions, and boards as may .
be useful to the budget officer far purposes of compiling a
municipal budget, such information to be furnished by the
municipality, municipal departments, commissions, and
boards in the form, requixed by the budget. officer.. Any
department, commission or board which .refuses to .make

§ 8-2-9.3. Compilation and contents of budget. The mu-
nicipal budget officer shall compile a budget, such budget to
contain estimates of revenues available to the municipality
t, for the fiscal year for which the budget is drafted, together

lieu of passage of the appropriation ordinance as required by
Section 8--2-9 of this Act. The annual budget need not be

officer of the annual budget, an amount not to exceed 3~"0 of
the eoualized assessed value of property subject to taxation

for the purpose or purposes of specific capital impropements,
repairs, and/or replacements of specific topes of municipal
ecjuipment or other tangible property, both real and person-
al, to. be designated as the "Capital Improvement, Repair or
P.eplacement Fund". E~.penditures from the Capi;,al Im-
provement, Repair or Replacement Fund shall be budgeted
in the fiscal year in which the capital improvement, repair or
replacement will occur. Upon the completion or abandon-
ment of ,any object for which the Capital Improvement,
F.epair or Replacement Fund, or should any surplus monies
remain after tie completion or abandonment of any object
for a-hich the Capital Improvement, Repair or Replacement
Fund was inaugurated, then such funds no longer necessary
for ,capital improvement, repair or replacement shall be
transferred into the general corporate fund of the municipali-
ty on the first day of the fiscal year following such abandon-
ment, completion, or discovery of surplus funds. ,

§ 8-2-9.7. Funds for contingency purposes The annual
budget may contain money set aside for contingency pur-
poses not tp exceed ten percent of the total budget, less the
amount set aside for contingency purposes, which monies
may be expended for contingencies upon a majority vote of
the corporate authorities then holding office.

on budget
§ 8-2-9.9. Public inspection, notice and hearing on bud-
get. T7,e corporate authorities shall make the tzntaave
annual budget conveniently available to public inspection for
at least ten da}•s prior to the passage of the annual budget,
by publication in the journal of the proceedings of the
corporate authorities or in such other form as the corporate
authorities may prescribe. IvTot less than one week after the
publication of the tentative annual budget, and prior to final
action on the budget, the corpo; ate authorities shall hold at
least one public hearing on the tentative annual budget, after
which hearing or hearings the tentative budget may be
further, revised and passed without any further inspection,
notice or hearing. Notice of this hearing shall be given by
publication in a newspaper having a general circulation in the
municipality at least one week prior to the time of the
hearing. -
