Sherbondy Village Auditorium 215 Perviz Avenue Opa-locka, FL 33054 1. CALL TO ORDER: Mayor Myra L. Taylor called the meeting to order at 6:31 p.m. on Tuesday, October 17, 2017 in the Auditorium at Sherbondy Village, 215 President Barack Obama (Perviz) Avenue, Opa-locka, Florida. 2. ROLL CALL: The following members of the City Commission were present: Mayor Myra L. Taylor, Vice Mayor Joseph L. Kelley, Commissioner Timothy Holmes, Commissioner John B. Riley and Commissioner Matthew A. Pigatt. Also in attendance were: City Manager Ed Brown, City Attorney Vincent T. Brown, and City Clerk Joanna Flores. 3. INVOCATION: The invocation was delivered by Vice Mayor Joseph L. Kelley. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. Ernesto Reyes, Budget Administrator, said that this is the second budget hearing and is necessary to stay in compliance with the state's statues and to adopt final millage rate and operating budgets. He said that the City has created a budget that is approximately thirty six point seven million dollars ($36,700,000.00) with a recommended millage rate of eight point nine nine nine nine (8.9999). This represents a decrease of five point seven zero percent (5.70%) when compared to the rollback rate of nine point five four four four (9.5444). The recommended rollback rate represents the millage rate that is needed to levy in order to raise the same amount of property taxes as in the current year. 5. SECOND READING ORDINANCES/PUBLIC HEARING: a) AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, ADOPTING A FINAL MILLAGE RATE PURSUANT TO SECTION 200.065, FLORIDA STATUTES, FOR FISCAL YEAR 2017-2018, COMMENCING OCTOBER 1, 2017 THROUGH SEPTEMBER 30, 2018; SETTING FORTH PUBLIC HEARING DATES; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR REPEAL OF ALL ORDINANCES IN CONFLICT; Continued Second Budget Hearing Minutes—10/17/2017 1 PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE (first reading/public hearing held on September 20, 2017). Sponsored by City Manager The above ordinance was read by Attorney Brown. Mayor Taylor announced that the meeting was back in session from the recess. Mayor Taylor opened the floor for a public hearing. Former Commissioner Dorothy Johnson, 13724 NW 22nd Place, said that she has been publicly embarrassed by comments made by the staff and will leave it to the commission to answer her questions. She asked if there is a shortfall in the budget, will the millage rate increase. Mayor Taylor apologized for any embarrassment Mrs. Johnson received from any of the staff. Mrs. Johnson said that she accepts the apology, but does not want any answers coming from staff. Mayor Taylor asked that the budget administrator provide the response for what Mrs. Johnson is asking. Mr. Reyes said that the certified millage rate cannot increase. There being no further persons to speak on the public hearing, the floor for public hearing was closed. It was moved by Commissioner Holmes, seconded by Commissioner Riley for discussion. Commissioner Pigatt thanked the staff and the oversight board for the meeting and the presentation that was held the other day. He was very impressed. There being no further discussion, the motion on the ordinance passed by a 5-0 vote. ADJOURNMENT: It was moved by Commissioner Holmes, seconded by Commissioner Riley to recess the meeting until October 25, 2017 at 5:01 p.m. A motion was made to change the meeting time from 5:01 p.m. to 5:30 p.m. It was moved by Commissioner Riley, seconded by Vice Mayor Kelley to change the meeting time. There being no discussion, the motion to change the meeting time passed by a 5-0 vote.
