A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING
AN EDUCATION COMPACT WITH MIAMI-DADE
COUNTY PUBLIC SCHOOLS; PROVIDING FOR
AUTHORIZATION; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Village of Key Biscayne (the "Village") has created an education
advisory committee in order to develop ways to enhance the education of its residents; and
WHEREAS, the Village's advisory committee has been working with the Miami -Dade
County Public Schools in drafting an education compact, which will bring together each
organization's collective resources for the greater benefit of both the students and the citizens of
the Village; and
WHEREAS, the Village Council finds it appropriate to enter into the Education Compact
with Miami -Dade County Public Schools, in substantially the form attached hereto as Exhibit "A,"
and authorizes the Village Manager to enter into this Education Compact for the Village; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted,
confirmed and incorporated herein.
Section 2. Approval of the Education Compact. The Village Council hereby
approves the Education Compact with Miami -Dade County Public Schools, in substantially the
form attached hereto as Exhibit "A."

Section 3. Village Manager Authorization. The Village Manager is hereby
authorized to take any and all action necessary to enter into the Education Compact with Miami -
Dade County Public Schools, in substantially the form attached hereto as Exhibit "A," on the
behalf of Village.
Section 4. Effective Date. This Resolution shall be effective immediately upon
adoption.

DRAFT - Education Compact for Village of Key Biscayne
Following the blueprint established by the formation of Education Compacts with Miami -
Dade County Public Schools (District) and other local governments, the District and the
Village of Key Biscayne (Village) will partner to bring together each organization's
collective resources for the greater benefit of the students and the citizens of The Village
of Key Biscayne.
The Village is located in Miami -Dade County and is home to 12,344 residents (per the
2010 United States Census). Incorporated in June 18, 1991, the Village encompasses a
total area of 9.7 square miles and is located in the center 1.25 square miles of a four -
mile -long, two -mile -wide barrier island between the Atlantic Ocean and Biscayne Bay.
The Village is bordered to the north by Miami-Dade's Crandon Park and to the south by
Bill Baggs Cape Florida State Park.
The Village of Key Biscayne is home to one District facility: Key Biscayne K-8 Center.
This school is part of the Coral Gables Senior High school feeder pattern; therefore, Coral
Gables Senior High School is included in the Compact.
Through this Education Compact, the District and Village will strive to meet the
educational needs of Village youth and help to enhance the learning opportunities
available to them. Through the collaborative efforts of the Education Compact, programs
and/or projects will be realized to enrich the lives of students and families residing in the
Village of Key Biscayne.
The areas of focus in this collaboration include, but are not limited to, student
achievement, community involvement, communication, and facilities. The initial activities,
intended outcomes, and measures associated with each of these major focus areas are
listed below.
STUDENT ACHIEVEMENT
Activities:
1. The District and Village will work together to establish a curriculum expo to
highlight educational programs available in Village schools.
2. The district and the village will collaborate to explore programmatic readiness for
students entering MAST.

3. The Village and District will collaborate to support the Superintendent's Cultural
Passport Initiative. The Village will provide space at its Village Hall to display
student work and achievements.
4. The District will identify key career pathways for students and encourage career
appropriate internship opportunities with Village government offices and/or in
local businesses. The Village will explore developing an internship program
including all municipal departments.
5. The Village and the District will collaborate to identify Village staff and other
community partners to participate in MDCPS' mentoring initiatives and Career
Day activities in compact schools.
6. The District and Village will explore tutoring and academic enrichment
strategies to enhance before- and after -school programs offered at schools and
community centers.
7. The Village and the District will collaborate to enhance college readiness and
access efforts through school counseling and college assistance programs for
students attending Village schools.
8. The District will provide the Village with school Climate Survey results for
Village schools.
9. The Village and District will partner with local universities offering dual
enrollment opportunities to help increase the rate of college admissions.
10. The District and Village will explore the establishment of partnerships with the
University of Miami's Rosenstiel School of Marine and Atmospheric School
(RSMAS), the Cooperative Institute for Marine and Atmospheric Studies
(CIMAS), Key Biscayne Nature Center, Bill Baggs State Park, Miami
Seaquarium and Key Biscayne Community Foundation in an attempt to expand
science enrichment programs.
11. The District and Village will explore the feasibility of expanding academic and
language program offerings, subject to the availability of funding, at Village
Schools.
12. The District and the Village will explore partnership opportunities with The
Consulate of Spain, to add a fee -based, after -school care program at Key -
Biscayne K-8 Center. Enrollment of in the program is optional and students
would be subject to registration and fees.
13. The District and the Village will collaborate to establish new relationships and
strengthen existing relationships between schools, businesses, and

organizations to support academic success by leveraging resources. The
Village will explore including representation on the Education Committee from
various community stakeholder organizations, such as Key Biscayne
businesses, the Chamber of Commerce, the Historical Society, the Art and
Public Places Board, Key Biscayne Community Foundation and Active Seniors
to establish/expand formal civic, art and intergenerational enrichment
programs.
14. The Village and the District will explore ways for students to participate in
Village broadcasting programs to produce educational information broadcasts
for viewing on Village television channel 77, Key Biscayne Radio, and on the
Village website for students, parents, and residents.
15. The Village and District will explore funding opportunities to provide technology
components (e.g. desktops, laptops, tablets, etc.) at Village Schools beyond
technology projects already identified by General Obligation Bonds (GOB)
approved by voters in November 2012.
16. The District and the Village will collaborate to expand opportunities for grant
writing partnerships to provide innovative education programs for Village youth.
17. The District will explore the feasibility of expanding science, technology,
engineering, mathematics, liberal arts and advanced foreign language
programs at Village schools, subject to the availability of funding.
18. The District and Village will collaborate with the Educational Excellence School
Advisory Council (EESAC) to help achieve increasing higher academic
performance, achievement and recognition.
19. The District and Village will collaborate to educate parents about School Board
truancy and excused and unexcused absence policies, and the consequence
of such behavior. The District and Village will also explore the implementation
of strategies that maximize joint resources to decrease truancy.
20. The District and the Village will explore ways to create public -private
partnerships to promote music, arts and culture among the students at school
and in the community.
21. The District and the Village will collaborate to explore opportunities for targeted
professional development for teachers in targeted priority areas.

COMMUNITY INVOLVEMENT
Activities:
1. The Village and the District will collaborate on community engagement
initiatives and events.
2. The Village and the District will collaborate to identify area businesses to
establish partners with local schools through M-DCPS' Dade Partners
Program.
3. The Village will collaborate with the District to identify grant -funded
opportunities that benefit schools and students.

4. The Village will create an Education Advisory Committee to support the
Education Compact.
5. The Village, in conjunction with the District, shall host an annual Education
Roundtable to discuss educational issues with community stakeholders,
business leaders and school/District staff. School PTA/PTSA representatives
will also be invited to update the community on their activities and priorities.
6. The Village and District will collaborate on school activities and outreach efforts
by encouraging best practices, leveraging of resources, and improving of
programs for youth.
7. The Village and the District will collaborate on initiatives with the Village Youth
Advisory Council and other youth civic activities to increase student
participation in service -learning endeavors.
8. The Village and the District will collaborate to identify and develop relevant
workshops through The Parent Academy (TPA) on topics of importance to
Village residents.
9. The District and Village will collaborate to inform Village residents on District
volunteer and mentoring opportunities for Compact Schools, including the
Retired & Senior Volunteer Program (RSVP).
10. The Village and the District will collaborate with community organizations to
deliver information regarding health and wellness education, prevention and
intervention strategies regarding nutrition, physical activity levels, and health
maintenance in accordance with the District's Wellness Policy.
11. The Village will identify additional venues within the Village to provide students
and residents access to technology equipment necessary to ensure student
success.
12. The District and the Village will collaborate to identify police officer liaisons to
help ensure a coordinated approach on issues related to youth crime, its
prevention, and other relevant safety concerns.
