20081118 City Council Special Meeting Minutes
Mayor Buelterman called the meeting to order at 8:00pm on November 18, 2008. Attending were
Mayor Pro Tem Doyle and Council Members Charlie Brewer, Barry Brown, Dick Smith and Paul Wolff.
Councilman Eddie Crone was absent. Also attending were City Manager Diane Schleicher and City
Attorney Bubba Hughes and Beach Task Force Chairman Lou Off.
Mayor Buelterman explained that the problem at North Beach has come up in the last year or so
because we’ve had so much erosion that we are not sure the sea wall will be covered up by the sand
during renourishment. He said we have to consider the possibility of adding onto the contract and doing
a separate contract with the corps to get a little bit more sand to put on top of that. He said it’s cheaper
to take the groins out if they are covered up all the time versus being subject to tidal flood situations.
Mayor Buelterman said Metal Sheet stuff in the seawall is what we are talking about. He explained that
the city has about $800,000 left sitting somewhere with the Army Corp. waiting to be sent. He
explained that the cost difference of taking it out when it is covered versus exposed is only $50,000 but
Mr. Olsen thinks it is in our best interest because we may discover additional stuff down there.
Ms. Schleicher said they have $200,000 including Engineering. She said Mr. Olsen recommended the City
ask the Corp to take $250,000 out to get this done.
Mr. Off explained the sea wall starts just South of the 80 curve and only goes about 700 or 800 feet with
the end having the most sand fill. He said they had to stop the sand filling at Gulick Street and what the
Corp did was for about 1500 feet South of Gulick Street they took a triangle out of that sand. He said
what happens is when the beach sand comes along it angles in to the existing beach at Gulick St. He said
this is the area we may have continuous exposure of the material. He said since they are talking about a
$50,000 difference what they should be looking at is how much more sand we should put out there. He
suggested a $100,000 limit which would be 20,000 to 25,000 cubic yards of sand.
Olsen and Associates to Advertise on behalf of the City of Tybee an RFP for the Derelict
Structure Removal. Ms. Schleicher explained that this would probably take a month. Mr. Brown
moved to approve Olsen & Assoc. generating an RFP on behalf of the City. Mr. Smith seconded. The
vote was unanimous.
Additional Sand Placement (if required to facilitate derelict structure removal) by Great Lakes
and Enter into a Memorandum of Understanding with COE for funding or issuance of a Purchase Order
to the Contractor for sand placed outside the federal contract/Permit Approval for Additional Sand
Placement (if required to facilitate derelict structure removal). Mr. Wolff moved to ask the Beach Task
Force and our Coastal Engineer to investigate the feasibility of getting a Corp permit and adding up to
$100,000 worth of Sand to facilitate extracting the derelict structures on the Beach. Mr. Smith
seconded. The vote was unanimous.
Mr. Wolff moved to go into Executive Session to discuss Litigation. Mr. Smith seconded. The vote was
unanimous.

Mr. Brewer moved to go into Regular Session. Mr. Wolff seconded. The vote was unanimous.
Mr. Wolff moved to adjourn. Ms. Doyle seconded. The vote was unanimous.
