MINUTES OF THE BOARD OF ASSESSORS

Remote Participants : Chair Belinda Eyestone ; Member G . Howard Hayes ; Deputy Assessor
James Gallagher; Senior Department Assistant Erika Mawn
Call to Order : Ms . Eyestone called the meeting to order at 6 : 04 pm .
Declaration of a Quorum : A quorum was present . All members were participating remotely
and confirmed that they could hear each other .
Meeting Participation Statement : Mr . Gallagher read the following meeting participation
statement .
This meeting will be conducted by remote participation pursuant to Governor Baker ' s
March 2020 orders suspending certain Open Meeting Law provisions and imposing limits
on public gatherings . No in-person meeting attendance will be permitted . If the Town is
unable to live broadcast this meeting, a record of the proceedings will be provided on the
Town website as soon as possible . The Town has established specific email addresses for
each board and committee so the public can submit comments either before or during the
meeting. To submit public comment or questions to the Board of Assessors , please email :

Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received .
Regular Session
• Report of the Deputy Assessor : Mr . Gallagher reported that 2020 building permit activity
inspections began the week of December 7 , 2020 . Cyclical inspections are ongoing in the
Freemans Way, Millstone Road, Route 137 area. Inspections are being performed by
appraisers from PK Valuation .
• Classified Land Applications : Mr . Gallagher presented a renewal application for
CARITAS UNLIMITED LLC off Jackson Road, 45 - 34- 0 and recommended approval . Mr .
Hayes moved to approve the Chapter 61A application, Ms . Eyestone seconds the motion.
Roll call vote : Hayes — aye ; Eyestone — aye; approved unanimously .

Mr. Gallagher also reported that the Mangelinkx property on Long Pond Road was opting out
of the Classified Land program for FY2022 . There is a five year waiting period for any
change of use before they would be eligible for a lien release .
• Review and approve Regular Session Meeting Minutes — November 9 , 2020 : Ms .
Eyestone moved to approve the November 9 , 2020 regular session minutes as presented . Mr .
Hayes seconded the motion. Roll call vote : Hayes — Ayes Eyestone — Aye ; approved
unanimously .

• Next Meetings : December 29 , January 12 , January 26
• Executive Session (To comply with or act under the authority of any general or special law
or federal grant-in-aid requirements : MGL Chap 59 Sec . 60 and MGL Chap , 214 Sec . 1B) :

to return to regular session. Mr . Hayes seconded the motion . Roll call vote : Hayes — Aye ;
