HomeMy Public PortalAbout04-22-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, APRIL 22, 2021 The Board of Public Works and Safety of the City of Richmond, .Indiana, met at 5:00 P.M., Thursday, April 22, 2021, in the Hutton Community Room at the Municipal Building, 50 North 5th Street,Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; Caleb Smith, Park Department; Tracy Bosell, Street Commissioner; Beth Fields, Director of Infrastructure and Development; Greg Stiens, Director of Public Works and Engineering; Randy Kouns, Director of Information Technology; Police Chief, Mike Britt; Duane Cruse, Indiana American Water; and, Media. APPROVAL OF MINUTES Ms.Palmer moved to approve the minutes of April 15,2021,supported by Mr.Evans.Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for April 23, 2021 in the amount of Eighty Eight Thousand Eight Hundred Eighty Four Dollars and twenty seven cents ($88,884.27) supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for April 23, 2021 in the amount of Eight Hundred Five Thousand Four Hundred Fifty Six Dollars and nineteen cents ($805,456.19), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • ROAD CLOSURES Board of Works Minutes April 22,2021 The Richmond Farmers Market They are requesting the closure of the North Service Drive between North 6th and North 7th Streets on Saturdays from 6:00 a.m.to 1:00 p.m. in the months of May, June,July,August, September and October for Farmers Market Vendors to set up and sell their goods. They request is also to close the north Service Drive between North 6th and 7th Streets on Tuesdays from 2:00 p.m. to 8:00 p.m. in the months of July,August and September for the Farmers Market vendors to set up and sell their goods. Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Food Truck/Eat Local The closure of the North Service Drive between North 6th and North 7th Streets on Wednesdays from 10:00 a.m. to 3:00 p.m. in the months of May, June, July, August and September for food truck vendors to set up and sell their goods for the weekly Food Truck/Eat Local Wednesday events. They are also asking for the closure of several street parking spaces for these events. Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Indiana American Water This request is for the closure of Elks Country Club Road on Sunday, April 25, 2021 to replace a service line to 308 Elks Country Club Road. The anticipated closure will be between 7:30 a.m. to 5:00 p.m.,but could take less time. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. BID OPENINGS • BID OPENING FOR SPRINGWOOD WELL AT SPRINGWOOD LAKE PARK There was one bid submitted from LM Kettler in the amount of$6,145.00. BID AWARDS -None CONTRACTS • CONTRACT NO. 47-2021 —INDIANA DEPARTMENT OF TRANSPORTATON — INDOT Board of Works Minutes April22,2021 The City Street Department provides Street Sweeping Services for the Indiana Department of Transportation in the amount of$10,440.00. This is a standard contract that is signed every year. Mr. Evans moved to approve and to allow Vicki Robinson as Board President to sign the contract, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 55-2021 —BAKER TILLEY MUNICIPAL ADVISORS They will provide professional accounting support services, annual report services, and budget assistance services for the City's Finance Department. Not to exceed $35,000.00. Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 56-2021 —FIRST GROUP ENGINEERING, INC They will provide professional services in connection with the completion of preliminary services for the development of preliminary engineering report in connection with the American Rescue Plan Act grant funding for a project in the Midwest Industrial Park. Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion carried. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 119-2018—CLARK DIETZ, INC This addendum includes the Right-of-Way Engineering Services and Supplementary Environmental Services for the Complete Streets Loop Project. Not to exceed $50,255.00 with the INDOT paying 80% of the project and the City paying 20%. Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 93-2020—LWC INCORPORATED They have completed the design documents for the Parking Garage Rehabilitation Project. There is a need to have an accurate cost estimate based on the final design for potential funding purposes. Their proposed cost for these services is $4,384.00. Ms.Palmer moved to approve,supported by Mr. Evans.Upon a vote viva voce,the motion carried. Board of Works Minutes April22,2021 • ADDENDUM NO. 3 TO CONTRACT NO. 4-2021 —DYLAN SHIRKEY Mr. Shirkey was retained by the City to furnish certain training and project implementation and coordination services to the City's Information and Technology Department. The City wishes to pay Mr. Shirkey for additional hours not to exceed$3,000.00. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. RESOLUTIONS -None PETITIONS -None MISCELLANEOUS • Jared Smith has completed all the required training, including twelve weeks of Field Training and has graduated from the Indiana Law Enforcement Academy. He has excelled in all areas of training during his probationary period with the Richmond Police Department. The Richmond Police Department is asking the Board to promote him to the rank of First Class Patrol Officer. Ms. Palmer moved to approve, supported by Mr. Evans.
