Of. the City of Richmond, Indiana,. a cting and - serving as a
committee.in charge of the operation -of the Municipal
Electric Lighting and power -plant 'of said. dity, at- a'- regular'
meeting of .said Common. Council Committee did, by motion
properly.; made, _ seconded; carri'�.i, and recorded 'in 'the minutes,
decide -among other. things, that the Municial Electric Lighting
and Power plant of said City pay to the Civil City. of Rich-
mond the sum �-of Three 'Hundred "Thousand .Dollars ( 300, 000. 00 )
f or the year 1949', ; and
WHEREAS, the taxing off ioials .of said Civil City
in ' pr.eparing_. the "..'budget 7f or ''taxat ion; . for''t;he - year 1949 took
int o consi'deration� the antiicipated. Thri be�,'Hundred. Thousand
'Dollars (4300, 000. 00) to be received from the said Municipal
2lectr.ic Lighting -and Povaer :,Plant -in .establ-ishing .the tax
rate .for said Civil city of Richmond for the year 1949, and
WHEREAS, on. the third' day of- October, 1948, at the
Court House Jn. the City of Richmond, .The State, Board .of Tax
Commissioners of the State._of Indiana, by its representative,
approved, with minor changes, the budget -submitted -to it by
said taxing officials fOr the year of 1949 for said Civil
City of Richmond .as above referred to -and said budget and
tax rate for the year 1949 are -now in full force and e ff ect,
and _
WHEREAS, the Municipal Electric Lighting and
Power Plant of said City did have on hand surplus. funds
at the end of the year 1948 in the sum of Three Hundred
Thousand Dollars ($3001000.00) not needed for the payment
of employees, general running expenses, improvements,
repairs to said plant or debt, and which sum is now avail-
able for transfer to the general fund of the Civil City
of Richmond, and
11HEREAS, the Board of Public Works and Safety
of Richmond, Indiana, at a regular meeting 'of said Board
in the City Building. in said City, on the 31st day of
December, 19483, adopted a Resolution recommending to the
Common Council of Richmond, Indiana, that it by proper
ordinance appropriate and transfer from the surplus funds
of the Municipal Electric Lighting and Power Plant on hand
at the ,end of the year 1948, to the general fund of the
Civil City of Richmond the sum of Three Hundred Thousand
Dollars ($300, 000. 00) f or the use of said Civil. City for
the year 1949, a copy -of which Resolution is now on file
with the Clerk of this Council,
NOW THEREFORE, BE IT ORDAINED BY THE CO1VMON COUNCIL
OF THE CITY OF RICHMOND:
Section 1. That the sum of Three Hundred Thou-
sand Dollars ($3001000. 00:) be, and the same is hereby
appropriated and transferred from the surplus funds of the
Municipal Electric Lighting and Power Plant of the City of
Richmond to t,he. general "fund. of the Civil..City of. Richmond,
for use of said Civil City for the year 1949.
Section 2, That the proper officers of said City
be, and they are hereby authorized; empowered and directed
to -make, effect and complete said. appropriation and .
transfer of said funds from the surplu:s� funds of the
Municipal lectric.Lighting and power. -Plant to the Civil
City of'Riohmond., in sum and manner as provided in Section
one herein.
Section 3, That an extraordinary emergency
exists for the passage of this. Ordinance'O
Section '4. This Ordinance shall be in full
force and effect from and after it-s passage and approval
by the Mayor.
