AN ORDINANCE of the City of Richmond, Indiana,
appropriating the -sum -of Fifty Thousand Dollars
($50, 000.00) to be_ -applied on the cost of the constru'c_
tion, equipping and erection.of an Administration Build-
ing at the Richmond Municipal Airport, including taxi-
ways, runways, aprons, outbuildings and such other essen-
tials incident and necessary thereto, including all
incidental expenses necessary to be incurred in connec-
tion therewith, and the issuance of bonds on account
thereof.
WHEREAS the common 0ouncil of the City of
Richmond, Indiana, being a second class --city, has -hereto-
fore adopted an Ordinance determining. to issue' bonds in
the sum of Fifty Thousand Dollars ($50, 000.00) for the
purpose of procuring funds to be applied on .the cost of
constructing, erecting and equipping an Administration
Building at the Richmond Municipal Airport, to be matched
dollar for .dollar by the Federal Government, and including
taxi ways, -runways, aprons;, outbuildings, .and such other
essentials'incident and necessary theret-o, including all
expenses necessary to be -incurred in -connection therewith,
and the issuance of said bonds on account thereof, and
WHEREAS the Board of Aviation Commissioners of
the Oity of Richmond, has . requ,ested an appropriation for
zaid purpose, in the amount- `of Fifty Thousand Dollars
($50,060.00), and
WgEREAS, a petition. has .'been duly-'f.iled under
the provisions of the laws of the State of Indiana, including

Chapter 119 of the Acts , of 19379 by fifty - (50) or more
owners cf -taxable real estate in said City of Richmond,
requesting the, Common:.Council to issue -bonds of said City,
to provide funds for said purpose, and the issuance . of
said bonds has ,heretofore been duly, authorized,- and
WHEREAS;the' oommon' oouncil now finds that a
necessity exists for the issuance of -said bonds, so that
the money derived therefrom will improve said airport,
enlarge its operation, and make the same more usable, and
will result in a great and lasting benefit to the City and
its citizens by reason of the resulting employment and in-
crease in . commerce and communications, and
VJEREAS under Federal Permit two (2) great
international -airlines, T.W.A. and Delta, have signed a
contract with said City to use said .airport, and
10MEREA5, for the safe and proper use and to
enlarge its facilities,. said Administration Building is
a necessity, and
WHEREAS if said Fifty Thousand Dollars
($502000.00) is produced by the said City of Richmond,
it will be matched, , dollar for dollar, by. the .Federal
Government, thus meeting the estimated cost. of said
Administration Building and appurtenances thereto, in
the sum of One Hundred Thousand Dollars ($100, 000.00) ;
that by reason of the foregoing acts an -extraordinary
emergency exists for the making of the appropriation re-
quested by the (Board of -Aviation Commissioners, -
- NCW THEREFORE, BE IT ORDAINED by the common
Council of the city of Richmond, Indiana:
