HomeMy Public PortalAbout04-05-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, APRIL 5,2021 The Common Council of the City of Richmond,Indiana met in a Regular Meeting April 5, 2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Parker called the meeting to order and the following business was conducted: ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Randy Kouns,Information and Technology; Ken Paust, Wayne County Commissioner;Erin Campbell and Mathew Cain,9-1-1 Dispatch;Brandon Gentry; Police Chief Mike Britt; Fire Chief Jerry Purcell; Sergeant at Arms; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held March 15, 2021,supported by Councilor Cappa.Upon a vote viva voce,the motion carried. COMMUNICATION FROM THE MAYOR • Review of Interlocal Agreement with Wayne County relative to the 9-1-1 Call Center. ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos. 16, 17, 18, 19 &20- 2021 on first reading by title only, supported by Councilor Locke. Upon a vote viva voce, the motion carried. Common Council Minutes April 5,2021 Page 2 of 4 ORDINANCE NO. 16-2021 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO.47-2020 KNOWN AS THE 2021 SALARY ORDINANCE(Parks and Street) The Clerk read Ordinance No. 16-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 16-2021 to second reading and public hearing,supported by Councilor Engle. There being no comments for or against,Councilor Oler called for the vote, supported by Councilor Locke. Ordinance No. 16-2021 was adopted with a 9-0 roll call vote. _ ORDINANCE NO. 17-2021 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 49-2020 KNOWN AS THE 2021 SALARY ORDINANCE (RSD) The Clerk read Ordinance No. 17-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 17-2021 to second reading and public hearing, supported by Councilor Cappa. There being no comments for or against, Councilor Oler called for the vote, supported by Councilor Bumbalough. Ordinance No. 17-2021 was adopted with a 9-0 roll call vote. ORDINANCE NO. 18-2021 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF GRANTS FROM VARIOUS SOURCES DUE TO EMERGENCY CIRCUMSTANCES (COVID19) The Clerk read Ordinance No. 18-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 18-2021 to second reading and public hearing, supported by Councilor Cappa. There being no comments for or against, Councilor Oler called for the vote, supported by Councilor Cappa. Ordinance No. 18-2021 was adopted with a 9-0 roll call vote. ORDINANCE NO. 19-2021 —A SPECIAL ORDINANCE CREATING A NEW FUND FOR APPROPRIATION TO BE KNOWN AS THE FUND 0199 ARP CORONAVIRUS LOCAL FISCAL RECOVERY The Clerk read Ordinance No. 19-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 19-2021 to second reading and public hearing, supported by Councilor Bumbalough.. There being no comments for or against, Councilor Oler called for the vote, supported by Councilor Bumbalough. ORDINANCE NO. 20-2021 -A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS FOR RICHMOND POLICE DEPARTMENT PROGRAMS The Clerk read Ordinance No. 20-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 20-2021 to second reading and public hearing, supported by Councilor Bumbalough. There being no comments for or against, Councilor Oler called for the vote, supported by Councilor Cappa. Ordinance No. 20-2021 was adopted with a 9-0 roll call vote. ORDINANCES ON SECOND READING AMENDED ORDINANCE NO.11-2021—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Vandor Corporation - Mfg Equip) The Clerk read Amended Ordinance No. 11-2021 on second reading by title only. The Tax Abatement Committee recommended approval. Council President Parker declared Ordinance 11-2021 on public hearing. There being no comments for or against, Councilor Goss called for the vote, supported by Councilor Cappa. Amended Ordinance No. 11-2021 was adopted with a 9-0 roll call vote. AMENDED ORDINANCE NO. 12-2021—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor Group—Mfg Equip) The Clerk read Amended Ordinance No. 12-2021 on second reading by title only. The Tax Abatement Committee recommended approval. Council President Parker declared Ordinance 12-2021 on public hearing.
