The Board of Public Works and Safety is hereby directed to provide, for the anstal_a.tion, regulation,: control, ;opera.tion, and the use of narking meters provided for in this Ordinance, and- to mg.inta_..in.said meters in good, workable' condition, and the Board of Public 1-orks and Safety is hereby vested with rower and authority to enter into a contract after approval of the terms and conditions thereof.by the Mayor of the City of Richmond, Tndiar_a,, for the purchase and%or. installation of i�srkir_g meters. The payment for such meters.and/or insta,llation is to, be provided for .solely from the re— ceipts, fune.s a,nd revenues obtained from the operation of said Narking meters without in any manner obligating the City.to pay for the same from any source. And the Board of Public Works and Safety -is further authorized and empowered to enter into a contract or contracts after api-)roval of the terms and con— ditions thereof by the r>:ayor of the City of Richmond., for such -protection and m^i ntenance of s.s.7.d ,,irking. meters as may be necessary tc nairtain the same in good operating condition a-nd to pay for such parts, protection and maintenance, exclusively from the receipts, funds and revenues received from the operation of said parking meters.. Section 5. Parking meters installed in the ,narking meter zones est-blished, as provided in Section 2 hereof, shall be placed upon the curb immediately adjacent to the individual parking places hereinafter described. Each irking meter shall be.-olaced or set in such.manner as to show or display by a signal that the parking space adjacent to such meter is or is not legally in use. Each Parking meter installed shall indicate by proper legend the legal parking time. r,stablished by -the City, a.nd'when o'Uerated shall indicate by some apnropri.te device the duration of.the period of legal parking, and on the ex— riration of such period, shall indicate lllega,l, over —narking. Section 6. , The Board of Public Works and Safety shall have lines or markings.na.inted or placed unon the curb or' upon the street a.dja.cent to Pa.ch narking miter for the purpose of designating the rarking space for which said meter is to be used and each vehicle rarked adjacent or next to a.ny a.rkir_g meter shall pmr1,: within the lines or markings so established, It shall be un— lawful and a violation of this Ordinance to park any'vmhi'cle across any such line or marking,.or to bark said vehicle, in such po,sitior. that the same shall not be entirely within'. the area so desi�,nated by such -lines or ma.rkirgs... Section 7. Section 9 When a, vehicle shah, be parked in any sra.ce adjacent to which P. ppr.kinto meter is located in .accorda.nce. !,Zth the -nrovisior_ of this Ordinance, the.operator of said vehicle- shall, 'upon entering the same park- ing. space, imimedia"teiy dPY�os.i.t or cause to be deposited a coin of the United States in such-naxking meter, and, failure to de;nosi,t such coin shall con- stitute a. breach of this Ordinance a.nd shall subject such person to the penalty provided for.in Section 15 hereof. Upon the deposit of such coin, and placing said meter. in operation, the. perking space may be lawfully occupied by. the vehicle during the .period of parking time -.which has been prescribed for the nOrt of the strer;t in which said berking�".space Is loca.ted.. If said vehicle shall remain parked in any such parking ,space beyond the marking' time limit for such narking space,' the parking .meter shall by its dial, and pointer indi- cate such illegalyarking, and in the event, su' ch.vehicle shall.be-.considered as rax'r•_ed overtime -and beyond the period of legal per.kin.- time, ''and the par',- irg of such a. vehicle -overtime or beyond the period of 16gal, pnrkini, time in any such -oast. of a, street where any such. meter is' -located shall, be a. violation of this Or.din�nce 9nd'punished as hereinafter set out.
