HomeMy Public PortalAboutRES-CC-2009-18RESOLUTION #18-2009 A RESOLUTION ADOPTING THE 2020 VISION: A SUSTAINABLE MOAB PLAN WHEREAS, the City of Moab, Utah was founded on the principles and values of effective, efficient, and results -oriented local government; and WHEREAS, the Moab City Council approved "A Resolution for a Sustainable Moab" on December 9, 2008; and WHEREAS the Moab City Council has determined that it is in the best interests of the community that the City of Moab take a leadership role in championing volunteer efforts to preserve and conserve natural resources and promote a cleaner, healthier environment. NOW THEREFORE, WE THE GOVERNING BODY of the City of Moab do hereby approve "2020 Vision: A Sustainable Moab Plan" as follows: 2020 Vision: A Sustainable Moab Plan The City of Moab can and should move toward the creation of a more sustainable community. As our world comes face to face with new international economic realities and with new paradigms of natural resource utilization, we can and we must ensure the health and well-being of future residents while at the same time meeting the needs of our current residents. Beginning now and continuing over the next decade we will adopt achievable goals that add to the quality of life of our current and future residents and lessen negative impacts on the environment. Water Conservation Goal Ensure the long term productivity of The City of Moab's aquifers. Objective Reduce per -household, per -business and City -owned facilities' water use by 20 percent by the year 2020. Action Steps • Adopt a new water rate structure that rewards culinary water conservation. • Investigate how other communities have implemented successful water conservation plans and implement productive programs. Resolution #18-2009 Page 1 of 4 " Implement water use reduction and water reuse programs at City -owned facilities. " Expand public awareness of the City of Moab and Grand County culinary water resources. Water Reuse Goal Allow Utah residents to reuse clean, safe "gray water" to expand outdoor landscaping and gardening while at the same time conserving Utah's scarce culinary water sources. Objective Work with other Utah communities to encourage State of Utah changes to rules and regulations to allow more flexible gray water use. Action Steps " Encourage State government agencies and the State Legislature to allow more reuse of clean, safe gray water. " Encourage the State Uniform Building Code Commission to endorse gray water systems for residential and commercial use. Energy Efficiency Goal Reduce community dependence upon nonrenewable fuels and increase community utilization of clean, renewable energy sources. Objectives Reduce the City of Moab government's proportionate use of non-renewable fuels by 20 percent by the year 2020. Increase the City of Moab government's proportionate use of clean, renewable energy sources by 20 percent by the year 2020 Provide an energy efficient model for local residents, local businesses, and other communities. Have the City of Moab government take the lead in promoting energy efficiency throughout the community and throughout Utah. Action Steps " Determine the "carbon footprint" of City of Moab departments' and facilities' use of non-renewable fuels. " Set specific yearly goals by and for City of Moab departments and facilities to reduce nonrenewable energy use. Resolution #18-2009 Page 2 of 4 " Publicize the efforts of the City of Moab to reduce reliance upon nonrenewable energy sources and encourage local residents and businesses to establish their own energy efficiency goals. Sustainable Construction Goal Increase energy efficiency and the utilization of clean, renewable energy sources in new residential and commercial projects in Moab. Objective Work with property owners, developers and construction contractors to ensure that, through voluntary means, at least 50 percent of new construction and major renovation contains significant sustainable elements by the year 2020. Action Steps " Establish a voluntary "Sustainable Moab" building checklist based on the ICC- 700 and National Association of Home Builders' National Green Building Standard that provides incentives for adopting voluntary green building elements in new construction and renovation projects. " Work with developers, contractors, and landowners to ensure that new construction takes advantage of state and federal renewable energy and energy efficiency incentives and tax credits, as well as renewable energy and energy efficiency incentives from utility companies. Retrofitting for Sustainability Goal Increase the energy efficiency of Moab's least efficient residential and commercial structures. Objectives Increase the number of homes retrofitted with energy efficient home improvements by 40 percent by the year 2020 Increase energy efficiency at existing Moab businesses by 20 percent by the year 2020. Action Steps " Work with the Southeast Utah Association of Local Governments to identify and retrofit energy inefficient dwellings owned or occupied by low and moderate income households. " Work with utility companies to promote energy efficiency and renewable energy incentives for homes and businesses. Resolution #18-2009 Page 3 of 4 " Promote state and federal renewable energy and energy efficiency incentives and tax credits. Community Awareness Goal Increase the application of sustainable practices throughout the community, the state, and nation. Objectives Use city resources to demonstrate the financial and social benefits of sustainable practices. "Spread the Word" about sustainable practices beyond Moab and Grand County. Action Steps " Provide regular commentary to local news outlets regarding sustainable practices and Moab's success in achieving the goals of this plan. " Provide regular reports to the Moab City Council on the progress of this plan. " Provide regular reports to community groups and organizations on the progress of this plan as well as information on sustainable "best practices" in other locales that can be successfully implemented here. " Utilize the City ofMoab's website and internet-based written, audio and video networks to encourage sustainable practices.
