PLEDGE OF ALLEGIANCE ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Alison Zajdel, Mary Jetmore, Jeremy Roberts, Evelyn Lerner, Maggie Zajdel, Landon Hasecoster, Hannah Jensen-Sizelove and Lucy Graham, Environmental Sustainability Committee; Nicole Blair; Jennie Kiffmeyer; Camela Gonzales; Caleb Smith;Matt Evans, GIS Coordinator; Tern Quinter, Operations Manager for Roseview Transit; Jim and Beth Graff; Jonathan Graham; Matt Hasecoster; Sitashma Thopa; John Sheets;Franky Nguyen; Caleigh Koechlein;Katherine Hill; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held April 5, 2021,supported by Councilor Cappa.Upon a vote viva voce,the motion carried. PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak must be in writing and submitted to the Clerk's office before noon on the Wednesday prior to the meeting.) RESOLUTION NO. 003-2021—A RESOLUTION APPOINTING A NEW COMMISSIONER TO THE INDIANA MUNICIPAL POWER AGENCY(Tony Foster) The Clerk read Resolution No. 3-2021 by title only. Councilor Goss moved to approve, supported by Councilor Bumbalough. Upon a vote viva voce the motion carried. RESOLUTION NO. 004-2021 —A RESOLUTION TO REDUCE CARBON EMISSIONS, INCREASE ENERGY EFFICIENCY AND RENEWABLE ENERGY Common Council Minutes May 3,2021 Page 2 of 3 USE,AND TO CREATE A CLIMATE CHANGE RESILIENT CITY OF RICHMOND, INDIANA THAT WILL PROTECT THE COMMUNITY AND ITS CITIZENS The Clerk read Resolution No. 4-2021 by title only. Resolution No. 4-2021 was referred to the Finance Committee. COMMUNICATION FROM THE MAYOR • Reviewed Calendar of events • The State of the City address will be aired on Thursday,May 5, 2021, In Focus on WCTVat6pm ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos. 21 &22-2021 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 21-2021 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION(Roseview) The Clerk read Ordinance No. 21-2021 on first reading by title only. The Finance Committee recommended approval. Councilor Goss moved to advance Ordinance No. 21-2021 to second reading and public hearing,supported by Councilor Cappa.There being no comments for or against,Councilor Locke called for the vote, supported by Councilor Bumbalough. Ordinance No. 21-2021 was approved with a 9-0 roll call vote. ORDINANCE NO. 22-2021 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO.47-2020 KNOWN AS THE 2021 SALARY ORDINANCE The Clerk read Ordinance No. 22-2021 on first reading by title only. The Finance Committee recommended approval. Councilor Goss moved to advance Ordinance No. 22-2021 to second reading and public hearing, supported by Councilor Oler.
