SECTION 2. BE IT ORDAINED that an extraordinany emergency exists for
the passage of this Ordinance.
SECTION 3. THIS ORDINANCE shall be in full force and effect upon and
after the passage thereof, signature of the President of Common Council, and
submission to the approval of the Mayor of the City'of Richmond, Indiana, and
the State Board of Tax Commissioners.
