ORDINANCE NO.1155_XEW 1943.
AN ORDINANCE PROHIBITING PLRSONS UNDER THE AGE OF FOURTEEN YEARS
FROM BEING ON UHE PUBLIC STREETS, ALLEYS OR IN PUBLIC PLABES IN
THE CITY OF RICHMOND7INDIANA,AFTER THE HOUR OF 10 o'clock P.M.:
PRESCRIBING THE PENALTIES FOR TEE VIOLATION MEREOF OR BEING A
PARTY TO THE VIOLATION THEREOF AND PROVIDING FOR_ THE TAKING OF
EFFECT THEREOF.
Be It Ordained by the Common Council of the City of Richmond,
Wayne County, Indiana, that:
Section 1. That it is hereby made and declared to be unlawful
for any person, male or female, under the age of 14 years to be,
appear or remain, in, along or upon any of the streets, alleys or
publick places within the City Limits of the City of Richmond,
Indiana, in the night time after the hour of 10 P.M., prevailing
time, unless such person or persons, male or female, is accompanied
by his, her or their parents, parent, guardian or some other adult
charged with their care and keeping, or unless such person under
the age of 14 years is in the performance of an errand or duty re-
quested, directed and controlled by either parent, parents, guard-
ian -or person having legal control of -such person under the age of
14 years, or if said ' person under the aged of 14 years has employment
under proper permit which makes it imperative and necessary for said
or in
person to be upon/the streets, alleys or public places during the night
time after said specified hour.
Any person violating the provisions of this section of'this
ordinance shall, upon conviction, be fined in any sum not"to exceed
$100.00 and costs to which maybe added imprisonment not exceeding
60 days.
Section 2. It is hereby made unlawful for any person charged
by law with the care and/or custody of any person under the age of
14 years, or any parent, parents, person or persons or any individual
having temporary care of any person under the age of 14 years, to
allow, condone or permit any such child, ward or other person under
the age of 14 years, 'to go upon or be in or upon any of the streets,
alleys or public places within the City Limits of the City of Rich-
mond, Indiana after 10 P.M. unless there exists a " reasonable necessity"
therefore and such term 11 reasonable necessity It shall embrace and includ(
situations where' employment under proper supervision and .with, proper
license as, -}provided for by the Statutes of the ,State of Indiana, such
as newsboys making early morning delivery and' the like .or. unless said
person under the age of 14 years shall'-ha-ve been `sent upon an em=
ergency errand, by .the., party or •parties- ln, control, of such person: under

Any- person or persons violating the,. provisions of this section:
shall upon conviction be fined, in -any sum not less than'.ten dollars
nor more than one , hundred dollars :to .which may be added imprisonment
not exceeding' 90' days, ;
Section 3. This ordinance •shall: b'e--in full. force. ".and effect after
it's passage by .the -Common 'Counc it of the City.. of .Richmond, approvals .
by -the Mayor -'and publication as required by law.
