AN ORDINANCE OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, AUTHORIZING
THE TRANSFER FROM THE GENERAL FUND OF THE MUNICIPAL ELECTRIC LIGHTING
AND POWER PLANT TO VARIOUS FUNDS OF SAID CITY OF RICHMOND THE AGGREGATE
SUM OF izsl O o o 20 o IN MONTHLY INSTALLMENTS BETWEEN JANUARY
1, 1944 and MEMBER 31st, 11-9447and providing for the taking effect there
of.
Section 1. BE IT ORDAINED BY THE COMMON COUNCIL of the City of Richmond,
Wayne County, Indiana, as follows, to -wit:. That the sum of $1j15 0 O . o 0
be and the same is hereby ordered transferred from the Genera Funa of the
Municipal Electric Lighting and Power Plant of the City of Richmond to the
various named Funds of the City of Richmond, Indiana, and in the amounts
as indicated; payments to be made in twelve monthly installments commencing
on the first day of each month thruout the year 1944.

For the purpose of this ordinance it is hereby declared that the sum of
q p o will not be necessary for carrying on the business of xx
sal_municipal ec ric Lighting and Power Plant during the year 1944, but kk;
that there is and will be an actual need and'necessity,upon the part of the
City of Richmond, to use said sum of money to carry on it's necessary
governmental functions and that an emergency exists at this time for the
transfer of said funds and the use thereof by the City of Richmond for it's
governmental functions
Section 2. The Clerk of the City of Richmond, Indiana, shall upon the intro-
duction of this ordinance and before the final passage thereof, give ten
days notice of the pendency of this ordinance and the purposes thereof, by
posting written notices thereof in at least three public places within the
City Limits of said City of Richmond, Indiana, stating the time, place and
date when and where said Common Council will meet and consider the same, and
that the Clerk shall make proper proof of the posting thereof and submit
the same to Council before final passage of said ordinance..
Section 3. Be it further o4dained that the proper officers of said City are
hereby authorized, empowered and directed to make and effect the transfer of
said moneys as authorized and directed in Section 1 hereof.
Section 4. This ordinance shall be in full force and effect from and after
it's passage, after due notice is provided, passage by council, approval
of the Mayor after submission to.him.
