AS FOLLOWS, TOV IT.: that the sum of:
w325,000.00 be, a-nd the same. is hereby ordered transferred from the General Fond
of the 1"U1' ICIPAL ELECTRIC LIGHTING AI?D POWER PLANT of the City of Richmond to the
various named. funds of the City of Richmond, Indiana, and in the amounts as indi-
cated; i�ayments to be made in 12 eaual monthly installments comfencing on the
first d-ay of each month throughout the year

Vor the -purpose of this Ordinance it is hereby declared. that the sum of $725,000.00
will not be neces-ar7 for thL carrying; on the business of said I•`unicipal Electric
Light and Power Plant during the year 1943, but that there is.and will be; an actual
need. and necessity upon the Part of the City of Richmond, to use said sum of money
to carry on its' necessary governmental functions and that an emergency exists at
this time for the transfer of said funds and the use thereof by the City of Rich-
mond for governmental pumposes.
SECTION 2. Th- Clerk of the City of Richmond, Indiana., shall unon the introduction
of this frdinance, and before the final passage thereof give ten days notice of
the pendency of this ordinance and the 7rirnoses th®reof by posting written notices
thereof in at least three Trublic places within the city limits of said City of
Richmond., Indiana, stating the time, place,, and dare when and where^ said Common
Council will meet and consider the sane, and that said Clerk shall make proper
*pro6f of the posting th-reof, and submit the same to Council before final )ass -
age of, this ordinance.
SECTION 3. The prober officers of said City are hereby authorized, empowered
and directed. to make and effect the transfer of said moneys as authorized snd
directed in Section 1, hereof.
SECTION 4. This Ordinance shall bP in full force and effect from and after its
passage, after due notice as ap-proved , passage by Council,' submission to the
Mayor, and his ap-oroval thereof,
