THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND, INDIANA,
MAY 13,2021
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday,May 13, 2021, in the Hutton Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violation Clerk; Fire Chief Jerry Purcell; Police Chief Mike Britt; Probationary Police Officer
Logan Christian Moistner; and, Media by Zoom.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of May 6, 2021, supported by Mr. Evans. Upon a vote
viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for May 14, 202 in the amount of Three
Hundred Seventy Three Thousand Eight Hundred Seventy Dollars and fifteen cents.
($373,870.15), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

They will provide services in connection with ongoing subscription,licensing, and support
in connection with a management software package for scheduling,inspection,and various
record-keeping task for the Fire Department which professional services shall include
implementation and customization of the software.
Not to exceed $43,530.01
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.

ADDENDUMS
• ADDENDUM NO. 3 TO CONTRACT NO. 109-2016 — MEDICOUNT
MANAGEMENT, INC.
The City wishes to retain this Contractor to continue to provide professional billing services
in connection with the Fire Department EMS and motor vehicle accident responses for the
Fire Department.Terms and conditions will remain the same as the original contract except
for the extension of the contract termination date.
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 1 TO CONTRACT NO. 12-2021 —MW DESIGNS
This is an addition to the original contract to add the removal of wallpaper,paint the walls,
and furnish and install an art track for the gallery wall display, on the second floor so the
paint color scheme coordinates with the third-floor updates.
Not to exceed$7,475.00
Ms. Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion
carried.

• NOTICE OF APPOINTMENT
This is an appointment of Logan Christian Moistener as a Probationary Police Officer.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
