SECTION 1. BE IT 0_RDAIIS?FD BY THE COMYOX COUNCIL OF THE CITY OF RICIRAO-HI),
INDIANA, as follows to-v:it; that the sum of $275,000.00 be, and the same
is hereby ordered transferred from the general fund of the Municipal
Electric Lighting &= Power Plant of the 8ity of Richmond, Indiana, to the
General Fund of the City of Richmond, Indiana, in twelve (12) equal monthly '
installments on the first day of each month during and throughout the year
1942.
For the purpose of this ordinance it.is hereby declared that the sum
of $275,000.00 will not be necessary for carrying on the business of said
iviunicipal Electric Lighting & Power Plant during the year 1942, and- that
there will be no necessary or actual need for said money in the operation
of said plant, but that there is and will be an actual need and necessity
upon the part of the City of,Richmond to use said sum�of money to carry on
its necessary governmental functions and- that an emergency exists at this
time for the transfer of.said .funds and the use thereof by said City for
the carrying on its gonernmental functions.
The Clerk of the City of Richmond, Indiana, shall upon,the introduction
of this ordinance, and before the final passage thereof, give ten.days
notice of the pendency of this ordinance and the purposes thereof, by
posting t,rritten or printed notices thereof it at least 3 public places in
said City of Richmond, Indiana, stating the time and the place, when'and
ti*here said 8ommon 8ouncil will meet to considerthe same, and that sa.id'
Clerk shall make proper prodf of the posting thereof, and submitt the
same before the final passage of this ordinance.
SECTION 2. T12e proper officers of the City of Richmond, Indiana, are
hereby authorized, empowered and directed to make and effect the transfer
of said moneys as authorized and directed in Section 1 of this Ordinance.
SECTIOIT j. This ordinance shall be in full force and effect from Bald after
its passage, after due notice as herein specified, is given, and after
approval of the Mayor.
