Sec.., 3The words "right -of --way" sha.il mean the
privilege of the immediate use of the roadway;
Sec,. 4, The word "stop" 1,vhen required, means com-
pl.ete cessation of movement,
The words " stop" or "stopping", when pro-
hibited, shall mean any stopping of a vehicle except when
necessary to avoid conflict with other traffic or in compli-
ance with -the direction of a police officer or traffic control
siU., or signal,
The word "standing" shall mean any stopping
of a vehicle, whether occLipied or not.
The word "park" shall mean the standing of
a vehicle, whether occupied or not, otherwise than temporarily
for the purpose of and while actually engaged in loading or
unloading,,
Sec:, 5,, Whenever certain hours are i-mmed herein they
shall mean standard time (Central) or daylight saving time as
may be in current use in this City,.
Sec, 6, The 15iord "person" shall mean every natural
person, firm, copartnership, association or mcporation.
The word l' driver" shall mean every person
who drives or is in actual physical contact and control of
a vehicle;

tr-affic, and shall include roads, avenues, alleys, parks,
parkways within .said City of Richmond.

Sec,. 9:r The Uvord "intersection" shall mean the area:
e:nbra.ced within the -prolongation ,or connection of the lateral
curb lines, or, if none, then thb lateral boundary lines of
the roadways of tvo highways which join one another at cr ap—
proximately at right ang7.es, or the area within which vehicles
traveling upon diffexent highways joining at any other angle
may cone in conflict,
Sec,. 10:11 _The word "crosstivalk" shall mean that portion
of a roadway ordinarily included within the prolonga.ticn or
connection of the lateral lines of sidewalks at intersections,
and also any portion of a roadway distinctly indicated nr pe-
destrian crossing_ by lines ox other markings on the surface.

Sec, 12, The words "business district" shall mean the
territory contiguous to and including a highway .zThen. fifty
percent or more of -the frontage thexeon for a di9tance of
300 fee or rho ce is occupied by buildings in use for busine.^,sa
The words "resident district" shall inean
the territory contiguous to and including a highway not oom-
pxising a. business district lvhen the pro-perty on such high-
way for a Jistance of 300 feet or more is ir_ the main im-
proved with dwellings cr dv;ellings and buil'.dings in use for
business,.

Sec, 13.,. The word "Board." when used herein shall mean
the Board of Public Works an'd Safety of said City of Rich:nor_d..e
The words "tra,f :62ic division" shall mean the
traffic division of the police departr..qent of said. City.
The words "police department" shall mean, the
traffic divisionl but shall 'not be construed to deprive any
authorized police officer of authoi°ity to direct traffic and
to make arrests For violations of the traffic regulations.
The words "street - department" shall mean the
regularly constituted street depart-:nent of , said City of Ri oh-
rno;�

ARTICLE II

Secs 15:, YTo person shall wilfully fail or refuse to
comply with any lawful order or direction of a police officer_.

Sec,. 18. The provisions of this ordinance shall a p�-
ply to the driver of any vehicle owned by or used in the sexvice
of. the ?.hnited States Government, this State, County or City,
and it shall be linlawfi-q for any said driver to violate any
of the Pzovi sions of this ordinance, except as otherwise pex-
Mi tted in this ordinance ox by State statute,
Sec, 17 The provisions of this ordinance rego? ati.ng
the operation, pa.rIling and standing of vehicles shall apply
to authorized e-mdrgency vehicles, as defined in t'li s oxdir_anc-e,
except as follows:
A driver when operating any such vehicle in
an e?nergency, except when otherwise directed by a police officer,
may --
Park or stand notwithstanding the provisions
of this ordinance;
Proceed past a red or stop si gnai or stop sign,
bait only after slowing down as may be necessary for safe opera-
tion;
'exceed the prima Facie speed limits so long
as he does not endanger life or property;
Disregard reg-ala.tions governing direction of

movement ox turning in specified directions so loi.g as he does
not endanger life or property,
The -ore;oing exemptions shall not, however,
protect the driver of any such vehicle from tl, e cUilSeequences
of his reckless disregard of the safety, of others,,

ARTICLE III.
OBEDIENOE TO TRA F1. C 007TROL WEITICES,
Sec,:, 19, The driver of any vehicle shall obey the in-
structions of any offical traffic control device applicable
thereto placed in accordance with the traffic ordinances of
this city, unless other,rrise directed by a. police officer, bi)b-
jest to the exceptions gra.nte6l the driver of an authorized
emergency vehicle in this ordinance.,
Sec. 20. Whenever authorized signs are erected indi—.
eating that no right or left or nUn turn is permitted, no driver
of a vehicle shall disobey the directions of any such sign, and
when authorized 'marks, buttons or other indicati-ons are ?-)lased
within an intersection indicating the course to be traveled by
vehicles turning" thereat, no driver of a vehicle shall disobey
the directions of such indications*
Sec.. wl. Whenever authorized signs are erected indi—
gating a zone of quiet, no person operating a motor vehicle
within any such zone shall sound the horn or other warning d.e—
vice of said vehicle except in an emergency,.

See. 23. Whenever traffic is controlled by traffic
control signals exhibiting the T,7ords "go"., "caution", or
"stop", or exhibiting different colored lights successively
one at a tine, the following colors only shall be used, and
said. terms and lights shall indicate as follows;
Green alone or "go", vehicular traffic facing
the signal may proceed straight through, ox turn right or left
unless a sign at such place prohibits either such -turn. But
vehicular traffic shall yield the right—of--rmy to other ve-
hicles and to pedestrians lawfully within the inter section at
the time such signal is exhibited. Pedestrians facing the sig, -
nal may proceed across the roadway within any marked or un�
marked crossmwl)..,

Sec,. 24,a When signs prohibiting parking are erected
on narrow streets no :person shall park a vehicle in any such

Sec., 25, tvhen signs are erected upon approach to
hazardous or congested places no pezcson shall stop, stand
or park a vehicle in any such designated place.
Sec, 26, When signs are erected indicating no parking
upon that side of the street adjacent to any school property,
no person shall ;uric a vehicle in any such designated place.
Sec,, 2T. 110 person shall stop, stand or park any ve-
hicle upon a street, other than an alley, in such a manner of
under such conditions as to leave available less than 10 feet
of the width of the roadway for free novement of vehicular traf-

actual loading or unloading of passengers or when necessary in

28,
When signs are
erected giving notice thereof,
no person shall park a vehicle at any time upon any of the
streets described in SCHEDULE I attached to and made a part
of this ordinance.
Sec, 29, When signs are erected in each block giving
notice thereof, no person shall park a vehicle for longer than
one hour continuously during any two hour period and two hours
continuously during any three hour period between the hours of
7000 o'clock A. M. and 6:00 o'clock P. M. of any day except
Sundays upon any of the streets described in SCHEDULES II and
2A respectively, except as modified therein for 16 minute
parking in certain portions of said streets, said schedules
being attached to and made a part of this ordinances
Secs 30, No person shall stop, stand or park a vehicle
for any purpose or period of time other than for the expeditious
loading or unloading of passengers in any place marked as a
passenger zone during hours when the regulations applicable to
such passenger zone are effective, and then only for a period
not to exceed three minutes,
No person shall stop, stand or park a vehicle
for any purpose or length of time other than for the expeditious
unloading and delivery or pickup and loading of materials in
any place marked as a loading zone during hours when the pro-
visions applicable to loading zones are in effect. In no case
shall the stop for loading and unloading of materials exceed 30
minutes.
Sec. 31. The driver of 'a. taxicab shall not stand or
parr upon any street in any business district at any place other
than at a taxicab stand, except that this provision shall not
prevent the driver of such vehicle from temporarily stopping in
accordance with other stopping or parking regulations at any
place for the purpose of and while actually engaged in loading
or unloading passengers,
No person shall stop, stand or park a vehicle
other than a taxicab in a taxicab stand when any such stop or

stand has been officially designated and. appxopriat-ely signed,
except that the driver of a passenger vehirle may tP,inpora rily.
stop therein for the. p_izrpose or and Urhile actually engaged in
loading or unloading passengers when such .stopping does not in—
terfere with any taxicab waiting to enter or about to enter such
zone,

Upon those streets vihich have been r-niarked or
signed for angle parking, vehicles shall be parked at the aungi_e
to the curb indicated by such :mark or signs:.
In places where 'and at houxs when stopping for
the loading or unloading of merchanriise or Materials is permitted,
vehicles used for the transportation of merchandise or materials
may back into the curb to take on or discharge loads,

any roadway for the p-sincipal purpose of displaying it for sale
or for washing, greasing or repairing such vehicle except re --
pairs necessitated by an e:-marge.?cv.
Sec. 34. No person shall stop, stand or park a vehicle.,
except when necessary to avoid conflict with other traffic or
in compliance with the directio-as of a police officer or tra:+'fic
control device, in any of the following places,
On a sidewalk,
In front of a public or private driveivay,.
TVithin an intersection.
Within 15 feet of a fire h, drant.
On a crosswalk.
Within 20 feet of a crosswalk at an intersec—
tion and in no event closer than 30 feet from a crosswalk at
any intersection constituting a, passenger bus stop on regular-

ARTICLE V,

Sec. 35. Those streets an(-' parts of streets described
in ,t,H"�DT.Jr,;0 I11 attached hereto and made a part hereof axe
hereby declared to be through streets for the purpose of this -
section.
1-17hen stop signs are erected upon highways
intersecting a tlirough street at the entrances thereto or at
the entrance to any intersection, every, driver of a vehicle
shall stop at. every such sign or at, a clearly iiiaxked stop line
before entering the intersection except when directed to pro —
teed by a. police officer or traffic control signa3_.k'
sec. 36, Into driver shall enter an intersection or a,
marked crosswalk imless there is sufficient space on the other
side of the; intersection or crosswalk to accomodate the ve—
hicle he is onera.ting without obstructing the passage of other
vehicles or pedestrians, notwithst,mding anv traffic control

Sec; ' 37.. No driver of a vehicle sliall drive between
the vehicles comprising a ftuieral or other authorized pro-
cession, iihile they are in motion and when such vehicles are
conspicuously designates as required in this ordinance..
Sec, 33' A funeral composed ofa procession of ve,
hicles shall be identified as such by the display upon the
outside of each vehicl..e of a pennant of a type designated
by the traffic division of the police department.

Sec. 43, Any person riding upo. any bicycle,. motor --
cycle, sled, roller skates or any try vehicle shall not at-
tach the same or hi; -.self to any moving vehicle -upon any toad =
way.,
Sec, cLA 4 The o-oera,tcr of a motcrcycl:-e or bicycle when
upon a. street shall not carry any other person upon the hanrie—
bar, frame or tank of any such vehicle, nor .shall any person
so ride uppon any such vet-icle.
SecNo person upon Toiler skates, or riding in or
by means of any coaster, toy vehicle or similar device, shall
go upon any roadway except tivhile crossing a street on a cross—

as authorized by ordinance of this City:,
Sec, 46, No person shall drive a vehicle on a highway
at a speed greater than is reasonable ar-d prudent under the con—
ditions then existing,
Where
no special hazard
exists,

or prudent and is. unlawful;

Sec. 48, Drivers of vehicles proceeding in opposite
directions shall pass each other to the right, and upon road—
ways having �1idth for not moxe than one line of traffic in
each direction each driver shall give to the other at least
one half of the main traveled portion of the ro?.dway as near--
iy as possible.
Sec. 40d:. The folIw,'Ting riles shall govern .the over—
taking omd passing of vehicles proceeding in the same :4irection,
subject to those limitations', exceptions and special rut e s
hereinafter stated.
The driver of a vehicle overtaking another
vehicle proceeding in the same direction shall pass to file
left thereof at a. safe distance and shall not again drive to
the right side of the roadway until safely clear of the over --
taken vehicle..
Lxeept when overtaking and paosing on the
right is perirdtted, the driver of an overtaken ,vehicle shall
give way to the right in favor- of the overtaking vehicle on
audible signal, and shall not increase the speed of his ve—
hicle ,until corapletely passed by the overtaking vehicle;
Sec, 50" The. driver of a, vehicle i>ay overtake and pass
upon the right of another vehicle 'wh ich is making or about to
make a left turn.
The driver of a vehicle may overtake and,
allowing sufficient clearaiice, pass another vehicle proceeding

sec. 51. No vehicle shall be driven to the left side
of the center of the roadway in overtaking and passing another
vehicle proceeding in the same direction unless such left side
is clearly visible and. is free of oncoining traffic zor a suffi—

be completely made without interfering with the safe operation
of any vehicle approaching from the opposite direction or any
vehicle overtaken In every event the overtaking vehicle rmist

sec.. 52, Whenever any roadway has been divided, into 3
or more clearly marked lanes for traffic, the following rules
in addition to all others consistent heremrith shall apply:
A vehicle shall be driven as nearly as »:sac--
tical entirely within a single lane and shall not be moved

Upon a roadway which is divided into 3 lanes
a vehicle shall not be driver_ in the center lane except, when
overtaking and passing another vehicle where the roadway ahead
is clearly visible and such centex lane is clear o_ traffic
within a safe distance, or in preparation for a left turn, ar
where such center lame is at the time allocated exclusively
to traffic moving in the di1_ection the vehicle is Proceeding
and is sigh -posted to give notice of such allocation.

Sec. 55. The OriveT of a vehicle approachi IG an
intersection shall yield the Night--of-way 'to a vehicle which
has entered the intersection iron, a different highway.

Sec., 56, The driver of a vehicle within an intersection

an LmMediate hazard, but said drivex having so yielded and having
given a signal whan and as required by this ordinance, may make

Sec., 57. The driver of a vehicle shall stop as re-
quired by this ordinance at the entrance to a through highway
and shall yield the right-of-way to other vehicles which have

are approaching so closely on said through highway as to con-
stitute an immediate hazard, but said driver, having so yielded,
may proceed, and the drivers of al,l other vehicles appToaching
the intersection on said throi_igh highway shall yield the right--
of-way to the vehicle so proceeding, into or across the through

The driver of a vehicle shall likewise stop in
obedience -to a stop sign as required herein sit an intersection
where a stop sign is erected at one or more entrances thereto

Sec. 63. Where traffic control signals are not in place
or in operation, the driver of a- vehicle shall yield the right—
of—way, slowing dov,,n or stoppi-'ag if need be., .to so yield, to a
pedestrian crossing the roadway within any marked. crosswalk *or
within. any unmarked crosswalk at an intersection, except as
otherwise provided in -this article.
Whenever any vehicle is stopped at a i_narked
crosswalk or at any - auimarkeci crosswalk rat an intersection to
permit a pedestrian to crass the roadway, the• driver of any
ether vehicle approaehiag from the rear shall not overtake and

Sec. Every pedestrian crossing a roadway at any point

partment of this City a traffic division to be under the con

It shall be the duty of the traffic division
with such airs as may be rendered by other members of the police
departiiient to enforce the street tra,_`'fic regulations of this
city, to make arrests for tra-fic violations, to iinrestigate
accidents anr_1 to co—operate with the other officers of the city
in the aLtAaistra.tion of the traffic laws and in developing
ways and illeans to, improve traffic conditions, and to carry out
these duties specially imposed upon said division by this or—
dinance sand the traffic ordinances of this City,

vehicle shall take its registration a.nd, may take any other in—
formation displayed on the vehicle which may identify its user,

to the charge against hire during the hours and at a place
specified in the notice.
