ORDINANCE.
hn ordinance relating to and regulating photographers and

hoto finishers; providing for the licensing of same, and- providing
enalties for the violation of this ordinance.
Section 1. Any person, firm or corporation engaged in the business of;
Photography or photo finishing, and maintaining a photographic studio'
in the City of Richmond, Indiana, shall pay a license fee of two
hundred dollars ($200.00) for the first year -and a license fee of t,5.00
per year for each ,year thereafter; providing that this ordinance shell'
not apply to persons, firms or corporations engaged in the business of
f photography or -photo finishing:or maintaining a photographic studio at
f the time of the passage of this*ordinance except the annual license fee
of $5.00.
c Section 2. in case the photographic business of any person, firm or
f'. corporation should be sold or transferred after the passage of this
ordinance, then in that event the person to whom such business is trans-
ferred shall pay a license fee of �200 for the first 3 months and five
r dollars ($5:00) for each year thereafter.
Section 3. The amity Controller shall, upon receipt of payment of two
hundred dollars ($200.00) license fee provided in section one or section
two of this ordinance, set aside such amount in a fund to be known as
"Undistributed licenses" and hold the same in trust from date of receipt,

graphy in, the city of Richmond,. Indiana for a tierio f three hundred,
and 'sixty-five days `from the paymant of. said �l'icons City Controller
shall, upon written"request, refund, one hundrecl',and ninety five dollars
(195.,00) to said person., firm or corporation or,the' heirs or assigns
thereof; if said person, firm or corporation; paving the two hundred_
dollars($200.00) license fee under section two of this ordinance shall
still be and shall have been continuously engaged in the business of
photography in the City. of Itichmgna- for fl period of ninety (90) days
from the payment' of said � l.icense� , he City C..ontroller shall, upon
written request, refund.the sum of -.One hundred ninety five dollars
(195.00) to said. person, firm or corporation or the heirs or assigns
thereof; if said person, firm or corporation paying the license fee as
provided either in section one or two of this ordinance shall d.iscon-
zinue business within three hundred sixty five days from the date of
the license payment, when paid under section one of this ordinance or
within ninety (90) days when paid under section two of this ordinance,
the City Controller shall thereupon immediately credit the two,hundred
dollars ($200.00) to the general fund and it shall be`distribuied in
like manner as all other miscellaneous receipts.
Section 4.. That the phrase, "--'Iny person, firm or corporation engaged
fin the business of photography in the City of Richmond" for the
pu-rpose of this ordinance shall be considered to mean any person, firm
or corporation carrying on the business of photography in the'C,ity of
nichmond, in any or all of its phases; by Leaking negatives, by
exposing plates, films or paper for making negatives, or positives
upon which photographs are made for sale; or by soliciting or employing
agents to solicit or canvass for photographic work or conies or by
maintaining a photographic studio, office or quarters at which photo-
graph.work is done, or from which it is distributed or sold.
Section 5. That.any agent, solicitor or canvasser, selling coupons or
contracts or. any licensed photographer in. the City of Richmond,
Indiana, fall pay a license. fee of five dollars ($5.00) per dayjthat
any agent, solicitor or canvasser selling coupons br.contracts in the
City of Richmond, Indiana for any unlicensed, photographer, shall pay
a license fee of ten dollars per day (,$10.00); in case coupons,
�'. contracts or certificates are sold to any person, fi.rm or corporation
to be used for the purpose of giving them away or selling.,them as
premiums or inducements to buy merchandise, the license fee shall be
twenty five dollars ($25.00) -ber day or two hundred dollars ($200.00)
peV month for -each studio, agent, solicitor or canvasser engaged in
such work, - -
Section 64 That ,any person, firm -or, corpbr' ation violating or refusing
to comply 'with- the .provisions of. this ordinance or any part thereof,
shall be deemed .guilty 'of a. misdemeanor.. and upon. conviction thereof,
shall be punished with a fine of not.less''Lhan fifty dollars ($50.00)
nor more than'one.hundred dollars ($100.00) or -by imprisonment in the.
city jail for not•more than six months.' Each separate day -on which a
:..vio.lation occurs shall be considered a separate offense.
,Section 7. After due consideration and by passage and signing of this
ordinance it shall repeal any and all other ordinances and paw of
ordinances in conflict with it.
. Section 8. 'If any section of this ordinance shall be held to be void,
it-shall;not invalidate the remaining provisions of this or0_inance.
Section 9. This ordinance. shall ,take 'effect and be, in force from and
after its passage, approval. -and. signature.
