BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICPJMOND , INDIANA, That Section 4, Part II, of "An Ordinance for All Matter Concerning, Affecting, or Relating to the Construction, Alteration, Repair or Removal of Buildings , Structures and Appurtei an.oes Thereof to be Erected in , the City of Richmond , Indiana , (Ordained June 2, 1913) "- -be, and the same is hereby amended to read, as follows: Section 4. PERMITS. No furnace or other heating ap- paratus ,f!new gas water heater, gas piping of more than ten feet in length, , or new plumbingshall be installed in any building already constructed and no electric wiring shall be installed in any building already constructed where any such wires pass through any wall, ceiling or floor, and no work or repairs shall be done upon any structure or building in the City of Richmond , except as hereinafter mentioned without a permit from the City Controller. Before proceeding with the installation of any such • 1 furnace or other heating apparatus; new gas water heater, gas piping of more than ten feet in length, or new plumbing, or the installation of any such electric wiring or proceeding with the erection, enlargement , alteration, repair or removal of any build- ing in said city, a permit therefor shall first be obtained by the owner or owners , or his or their agents , from the City Con- troller, and it shall be unlawful to commence orto proceed with any such work as herein named and designated unless such permit Page 2 shall have been obtained from the City Controller, as herein pro- vided. The City Controller is hereby authorized to issue build- ing and other permits herein designated only upon the presenta- tion of applications properly signed and approved by the Build- ing Inspector. These applications must be returned to the aE' fice of the Building Inspector after said permit has been issued. No permit , hav ever, shall be required where ape rson installs plumbing, a gas heater, or a gas appliance, in replace- ment of plumbing, a gas heater or appliance, where the same have already been in use and properly installed before. Section 2. That Section 8, of said Part II, be amedded to read, as follows : Section 8. FEES FOR PERMITS. A fee of fifty (50 ) cents shall be charged for each permit issued for installing a furnace or other heating apparatus,(new gas water heater, gas piping of more than ten feet in length, or new plumbing) in any building already constructed , and for issuing a permit for electric wiring for each separate dwelling, flat, apartment , or outbuilding con- nected therewith, and one dollar ( 1.00 ) for each business or other building; and for new buildings , hollow sidewalks , addi- tions and underpinnings of old buildings with brick, the or cement basement, the permit fee shall be one-fifth (1/5 ) of of (1) per cent. of the cost of such building or -improvement., Provided , However,ithat no building permit fee shall be less than One Dollar (41.00 ) , except where the fee is expressly fixed herein at fifty cents (50¢) .-1 Temporary grand stands, reviewing stands, platforms and all special temporary permits , the fees therefor shall be One Dol- lar (0..00 ) each. All fees for permits shall be paid to the City Controller, who shall not issue any permit until the said fee shall have been paid. Page 3 • • Section '3. That Section 9 shall be added to Part II of said Ordinance, reading, as follows: Section 9.(All. plumbing referred to in this ordinance, and all plumbing work done or installed in the City of Richmond, in both public and private buildings, shall be in accord with the rules and regulations adopted by the Administrative Building Council of Indiana, or as the same may. be amended from time to time. (i11• installations of gas meters, heaters, ranges , and , • all other gas appliances and gas piping, in private buildings hereafter installed , shall be.. in accord with the rules and regula- tions of the American Gas Association, as now adopted and published', or as the same may be amended from time to time, and such rules and regulations shall- likewise apply to all public buildings and places where persons are employed, except where the same are in conflict with the rules and regulations adopted by said Adminis- trative Building Council. Up to date copies of both sets of rules and regulations herein referred to shall be kept in the cf fices Of the City Clerk and the Building Inspector of said City, for the use of persons interested.) Section 4.
