HomeMy Public PortalAbout2014-05-05 Workshop MeetingBAL HARBOUR VILLAGE COUNCIL MEETING MINUTES WORKSHOP MEETING - MAY 5, 2014 A Workshop Meeting of the Bal Harbour Village Council was held on May 5, 2014, at the Bal Harbour Village Hall Council Chambers (655 — 96th Street, Bal Harbour, Florida). CALL TO ORDER: The meeting was called to order at 7:07 p.m. by Mayor Rosenfield. The following were present: Mayor Jean Rosenfield Assistant Mayor Joni D. Blachar Councilwoman Patricia Cohen Councilman Martin Packer Councilman Jaime M. Sanz1 Jorge M. Gonzalez, Village Manager Ellisa L. Horvath, MMC, Village Clerk Richard Jay Weiss, Village Attorney PLEDGE OF ALLEGIANCE: The Pledge was led by Village resident Beth Berkowitz. DISCUSSION OF THE BAL HARBOUR UTILITY MASTER PLAN: Mr. Gonzalez discussed the significance of the project and introduced the Village Engineers from Craig A. Smith & Associates. Steve Smith — Village Engineer, Craig A. Smith & Associates, presented a Powerpoint presentation (Comprehensive Utility Evaluation) reviewing the assessment of the 70-year old water and sewer infrastructure, development of a Utility Master Plan, and several utility failures that were recently experienced. Peter Kunen — Village Engineer, Craig A. Smith & Associates, was also in attendance. Mr. Smith displayed a sample of the pipe, to be used for water supply. Councilman Sanz left the meeting. Mr. Smith reviewed the Powerpoint presentation highlighting the Potable Water System, which noted that replacement was needed to: address the system that is 30% beyond the useful life of 50 years, eliminate repairs and cost of aged pipes, eliminate "boil water" notices due to emergency repairs, provide proper drinking water, increase (up to 50%) flow and pressure for use and fire protection, 10% increase in fire protection, provide access to water mains and meters curbside, and eliminate aged leaking pipes to reduce water consumption and cost. The Water Distribution Improvements cost was estimated to be $7,757,403.00 (including roadway reconstruction cost). Mr. Smith reviewed the Powerpoint presentation highlighting the Sanitary Sewer System, 1 Councilman Sanz left the meeting during the presentation. Bal Harbour Village Council Workshop Meeting Minutes 05/05/2014 1 which noted that replacement was needed to: eliminate further impact to existing roadway, provide a 10% to 20% reduction in groundwater infiltration costs (approximately $200k per year), provide an up to 50% reduction in operation and maintenance costs (approximately $50k per year), meet regulatory standards, meet current and future demands, and eliminate backups. The Sanitary Sewer Collection System Improvements cost was estimated to be $5,860,310.00 (including roadway reconstruction cost). Mr. Smith explained that the existing lines would be abandoned in place and new ones would be placed in the street, to alleviate digging up yards. He noted that abandoned pipes were normally filled, to alleviate any problems. He recommended changing the piping to PVC pipe, due to the saltwater environment. Mr. Gonzalez explained that infiltration of water into the pipes created an excess cost for the County to treat. Mr. Smith reviewed the Powerpoint presentation highlighting the Stormwater Drainage System, which noted that replacement was needed to address undersized pipes, groundwater infiltration, pipes and structures have exceeded useful life, and projected sea level rise. Mr. Smith reviewed documented flooding areas and displayed stills of video taken. Reasons to replace the system were reviewed including: reduce street flooding and standing water, reduce cost of operation and maintenance, reduce further impact on existing roadway and gutters, meet regulatory standards, and meet current and future demands (sea level rise). Mr. Smith estimated 18-24 months, for the project. Mr. Gonzalez explained that the project would be done in phases, with access to driveways, etc. during the process. Mr. Smith reviewed the following three Stormwater Replacement Options: • Option A: Full Replacement to meet 10-Year Storm Level of Service Estimated Cost: $10,622,970.00 (including roadway reconstruction cost) • Option B: Full Replacement to meet 5-Year Storm Level of Service Estimated Cost: $9,445,581.00 (including roadway reconstruction cost) • Option C: Upgrading Existing System to meet 3-Year Storm Level of Service Estimated Cost: $4,394,730.00 (including roadway reconstruction cost) Mr. Gonzalez discussed raising the street elevation. Mr. Gonzalez reviewed the Preliminary Estimates for the Utility Infrastructure Improvement Projects, with options A and B, for the Stormwater Improvements: • Option A: $24,240,683.00 (including roadway reconstruction cost) • Option B: $23,063,294.00 (including roadway reconstruction cost) Mr. Gonzalez recommended Option A for the Stormwater Improvements and discussed Bal Harbour Village Council Workshop Meeting Minutes 05/05/2014 2 funding sources. It was the consensus of the Council to look into user cost. Mr. Gonzalez reviewed the possibility of State grant opportunities and noted that $600,000.00 had been allocated in the State budget for the sewer project, which was subject to the Governor's veto. Mr. Gonzalez discussed the possibility of the County re -purposing the General Obligations Bond funds. He suggested that the money ($6 1/2 million) dedicated to create a second emergency line be re -directed to help fund this project, since the other project was not likely to happen. It was the consensus of the Council to begin dialogue with the County. Mr. Gonzalez noted that the Village Attorney was looking into the Village's authority to perform the work on the streets. He noted that the entire system was a Bal Harbour system and explained that the pipes for the entire system were interconnected. He added that water and sewer rates throughout the Village would help to pay for the project. He clarified that the actual work was predomentiantly in the Gated Area and some legal items needed to be look at, which might affect the timing. Mr. Smith noted that they would not recommend putting the system in the same place as it is. Mr. Gonzalez noted that the legal ability to move the system to the streets was being reviewed. Mr. Weiss agreed that some issues need to be clarified, before the Village proceeded. Mr. Smith clarified that the illustrations did not show all the pipes that would be addressed. Mr. Kunen agreed and noted that the main lines were shown, not the service lines. He clarified that the area west of Collins Avenue was included in the system to the meter, the same as the homes. Mr. Gonzalez clarified that the line from the meters to the homes would not be included. Mr. Kunen noted that the main lines for buildings on the west side of Collins Avenue ran to Park Drive. Mr. Gonzalez estimated two to two and a half years of construction. He discussed the opportunity to address lighting, etc. in the Gated Area, while the streets were open to lay conduit, which would be funded by that Area. Mr. Gonzalez noted that the Village Attorney was looking into any legal issues with all three systems. Mr. Weiss explained that since the Village may be going to a borrower, they needed to ensure that the Village had the authority for the construction of the improvements. The following members of the public provided comments: Beth Berkowitz — 10160 Collins Avenue Dina Cellini — 211 Bal Cross Drive Ree Stoppa — 77 Camden Drive Brian Mulheren — 10245 Collins Avenue Bal Harbour Village Council Workshop Meeting Minutes 05/05/2014 3 Mr. Weiss noted that the Village disagreed that Ms. Kelly (Stoppa) lived at 77 Camden Drive. Mr. Gonzalez will look into the comments about flooding on Collins Avenue. Mr. Smith noted that additional projects needed to be completed on Collins Avenue, which was owned by FDOT (Florida Department of Transportation). Mr. Smith noted that the sanitary sewer on Collins Avenue was another project that had been identified. Mr. Kunen agreed that was one of the future projects that had been looked at and would involve work where the sidewalks were now. He clarified that would be looked at during the same time as replacing the sidewalks. Councilman Packer suggested that section be looked at and included in the proposed project. Mr. Gonzalez will review that. Mr. Kunen noted that the flooding at the Harbour House (10275 Collins Avenue) building garage was being looked at, as part of the FDOT project. ADJOURN: There being no further business, a motion was offered by Councilman Packer and seconded by Councilwoman Cohen to adjourn.
