Section 5 -4 -9 Prohibition provides, in part, as follows: (4.) It is unlawful for any person to cause or permit any storm water to flow from their property onto the property of another person, unless such storm water naturally flowed thereon prior to any development activity. (5.) It is unlawful for any person to interrupt the flow of any storm water runoff from adjacent property onto their property by any development activity. As part of the City's approval process applicants must illustrate how these storm water management prohibitions will be met, including a showing of how stone water naturally flowed on the affected property (prior to any development activity), and what changes in storm water flow have occurred or are expected to occur, as attachments to this form. The City's approval or permit does not guarantee that the applicant's plans will result in meeting requirements. The final product must actually meet the City Ordinance requirements.
