SECTIO:' 1. . . IT 07_D: I7''ED by the Common Council of the City of
richmond, Indiana, as follows to-wit : That the sum of Three Hundred
2ifteen Tliomsand Dollars (; 315,000.00) , be and the same is hereby
ordered to be transferred from. the C'eneral Fund of the ;'un_icipal
Electric Lighting and 2 o er Plant of said City of Richmond, in
twelve eoual monthly installments on the first day of each month
during and thoughout said ; ear 1937.
:'or the purpose of this ordinance, it is hereby declared that the
sum of 0315, 000.00 will not be necessary during said year 1937 , for
carrying on the business of said __unicipal Electric Ii174h_ting and
Power Plant, and that there will be no actual need for said money
in the operation of said plant, but that there is actual necessity
an need upon the pert of said City of T?ichmond to use said sum of
money to carry on its necessary go vermental functions , and that an
ener ^ency not.: exists tor the transfer of said funds and the use
thereof by said City for carrying on its necessary povermental
functions.
_.xid it is further ordered that said sum of money when so transferred
to said general Tund of said City, shall be used for the usual
purposes thereof, as may be provided by ordinance frot time to time. -
_".nd it is further ordered that the City Clerk of the City of Richmond,
Indiana, upon the introduction of this ordinance and before the
final passage thereof, shall Five ten days notice of the pendency
of this ordinance end the purpose thereof, by posting written or
printed notices thereof in at least three public places in said
City of Rchmond, stating the time and place when and where such
Common Council will meet to consider the same, and that said Clerk
shall make proper proof of the said posting,thereof, and submit the
same to this Common Council before the final passage of this ordinance.
It is further declared that it is the purpose to comply with Chapter
129 of the r..cts of the general —sserbly of the State of Indiana
passed at the seventy-eigth regular session thereof in the year 1933.
SECTION 2. The proper officers of the City of Richmond, Indiana,
are hereby authorized, empowered and directed to make and effect
the transfer of said moneys as authorized and directed in Section 1
hereof.
SECTIO"_tiT 3. This ordinance shall be in full force and effect from
and after its passage and after notice given as herein directed, and
when the same has been duly signed by the 1-ayor of said City.
ECTIO°T 4. This ordinance shall not be construed as an additional
arpronriation to that authorized by Ordinance No. 11?8-1936,
establishing e. budget and .ppro nriating funds to be expended out
of the funds of the said ' unicipal Electric Lighting and Power Plant
of the City of 73iciti^lond, Indiana, for the year 1937.
