HomeMy Public PortalAbout05-27-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 27, 2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,May 27, 2021, in the Hutton Community Room at the Municipal Building, 50 North 5th Street,Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; Elijah Welch, Sanitary Engineer via Zoom; Greg Stiens, Director of Board of Public Works and Engineering; Tammy Tidrow, Community Development Specialist; Fire Chief Jerry Purcell; Randy Kouns, Director of Information and Technology; and, Media via Zoom. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of May 20,2021, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for May 28, 2021 in the amount of One Hundred Sixty Seven Thousand Eight Hundred Forty Six Dollars and ninety five cents ($167,846.95), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION Mr. Evans moved to approve the Payroll Claims for Payment for Pension for May 28, 2021 in the amount of Two Hundred Sixty Nine Thousand Two Hundred Twenty Three Dollars and twenty five cents ($269,223.25), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. REQUESTS • STREET CLOSURE City of Richmond Board of Works Minutes May 27,2021 Sanitation Dept. Presented by Elijah Welch Approved by Lt. Donnie Benedict- Traffic Division. Starting on June 7, 2021 and ongoing for at least 3 weeks or until the project is done they are requesting to close Henley Road between Southeast Parkway and South"B" Street. They will be working with property owners whom need access to their properties. Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 57-2021 — CPA STRATEGIES, LLC D/B/A CLIMATE ADAPTATION PLANNING ANALYTICS To provide professional consultation advisory campaign and report services in connection with a 2021 Urban Heat Island Mapping project for the City. Their services will include, but not limited to, planning, organizing, providing data collection tools, analytics, and preparing results for the culmination of a final report to show a geographically specific analysis on the impact of the heat within the City neighborhoods. Not to exceed $7,500.00. Ms. Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 63-2021 —A249-21-LG210181 —INDOT This a grant agreement with INDOT of State Funds through the Community Crossing Matching Grant Program.The City's portion of the Grant will come from TIF Funds.These funds will pay for the rehabilitation of six roads leading to the TIF District. The work is to begin in late September or early October. The grant is in the amount $180,510.00 and the City's match is the same. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 65-2021 —REDDOG ENTERPRISE, INC They will provided mowing services for certain vacant properties for the City. Services will include, but aren't limited to, mowing, trimming, trimming, lawn edging, and Board of Works Minutes May 27,2021 sweeping and cleaning the clippings and debris. Properties will be mowed at a cost of $175.00 per property every time it is mowed. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 66-2021 —OFFICE THREE SIXTY They will furnish and install office items,workspace, storage units and classroom furniture for the Izzy David Edelman Police and Fire Training and Physical Fitness Center. Not to exceed $35,650.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 4 TO CONTRACT NO. 4-2021 —DYLAN SHIRKEY To continue to furnish certain training and project implementation and coordination services for the City's Information Technology Department. Not to exceed $4,000.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. RESOLUTIONS • RESOLUTION NO. 6-2021 —TO ACCEPT ASSIGNMENT OF EASEMENT The City will proceed with the acceptance of the assignment from SPUR to take an assigned easement interest in a 75 foot easement area to construct and maintain a nature trail'which will be part of the upcoming Wayne County Heritage Trail Project. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Upon a vote viva voce,the motion carried. MISCELLANEOUS • LETTER OF ENGAGEMENT A.J. Sickmann is submitting a Letter of Engagement regarding a Firefighter disciplinary hearing to the board and is asking the Board to allow Vicki Robinson as Board President to accept and sign for the letter. Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. • THERE WILL BE NO MEETING ON JUNE 24,2021 This is just an FYI that there is not going to be meeting on this date.
