Home My Public Portal AboutOrdinance 0762 ~, F. , ORDINANCE NO. ~~~ ~ AN ORDINANCE AMENDING ORDINANGE NO. 7A7 AND OTHER ORDINANCES AND PERTAINING TO THE ESTABLISHMENT OF CHARGES AND RATES FOR THE U5E AND SERVICE OF THE COMBINED WATERWORKS AND SEWERAGE SYSTEM, SETTING TAP-IN, CAPACITY AND-USAGE FEES, BONDS AND RESTRICT- ING TI-IE INSTALLATION OF SEWER AND WATER SERVICE OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS WHEREAS, it has been determined that the revenues of the combined Waterworks and Sewerage System of the Village of Plainfield are not sufficient to defray the operating costs of said system, the costs of repairs and improvements thereon, de- preciation charges, and the principal interest payment on the outstanding water and sewer revenue bonds of said Village, and it is necessary to pass further regulations concerning the system ~r the protection of same, NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AI~iD BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS, As follows: SECTION 1; That Section 5 of Ordinance No. 7p7 dated September 8, 7.969 is hereby amended by striking the existing Section and inserting therefore the following language: Section S: There shall be and there are hereby established rates or charges for the use of and services supplied by the combined Waterworks and Sewerage System in the Village of Plainfield, Will County, Illinois, based upon a number of Sewer connections and the amount of water furnished as shown by the Water meter as follows: A. For the Water and Sewer Service combined, fur- niched customers or a Housekeeping Unit within the corporate limits of said Village a minimum /or 9 -mot t GD --a --,,s ,. -- 2 - charge of Twelve and no/100 ($12.00) Dollars per quarter, for one sewer connection and the first three hundred fifty (350) cubic feet of water or part thereof furnished during the quarter. (1) A rate of thirty-five cents ($.35) for each additional one hundred (100) cubic feet of water or part thereof furnished during the quarter. (2) In addition to the rates set forth in paragraphs A and A.l. hereof, each cus- tomer shall be charged those rates set forth in paragraphs S3, B4 and 85 here- of pursuant to the water consumptions therein specified. (3) A rate of Six and no/100 ($6.00) Dollars per quarter for each additional sewer connection. (4) For water and sewer service combined furnished to customers outside the cor- porate limits of the Village of Plainfield, the rate shall be two (2) times the afore- said rate charged to customers inside the corporate limits of the Village. B. For Water Service only furnished to customers within the corporate limits of the Village: W e r"v .~ .. ~ .~ (1) A minimum charge of Six and no/1.00 ($6.00) Dollars a quarter for the first three hun- dred fifty (350) cubic feet of water or part thereof furnished per quarter. (2) A rate of thirty-five cents ($.3S) for each additional one hundred (100) cubic feet of water or part thereof from three v ~ hundred fifty (350) to one hundred thousand -~ N (100,000) cubic feet furnished during the -••.t quarter. (3) A rate of thirty cents ($.30) for each additional one hundred (1,00) cubic feet of water or part thereof from one hundred thousand (lOD,000) to two hundred thou- sand (200,D00) cubic feet furnished during the quarter. (4) A rate of twenty-five cents ($.25) for each additionah one hundred (1D0) cubic feet of water or part thereof from two hundred thousand (20D,000) to three hun- dred thousand (300,000) cubic feet fur- nished during the quarter. (5) A rate of twenty-one cents ($.21) for each additional one hundred (100) cubic feet of water or part thereof above three hundred thousand (300,000) cubic feet of water furnished during the quarter. - ~ (~) For water service only furnished to cus- tomers outside the corporate limits of the Village the rates shall be two (2) times the aforesaid rate charges to cus- tomers inside the corporate limits of the Village. ~ C. For Sewer services only furnished customers within the corporate limits of the village of °~'~ ---.t Plainfield, there shall be a charge at the rate of Six and no/100 ($6.00) Dollars for each quarter for each sewerage connection in use. D, For sewer service only furnished to customers outside the corporate limits of the Village of Plainfield, the rate shall be two (2) times the aforesaid rate for sewer service for cus- tomers inside the corporate Village. Each separate housekeeping unit, apartment, store or establishment in any building using sewer service shall be deemed and considered as having at least one sewer connection. E. For each business a charge of Six and no/100 ($6.00) Dollars plus thirty five percent (35~) of the rate for water service above three hun- dred fifty (350) cubic feet as established by Sections Bl through B6 hereof. F. For each industry a charge of Six and no/100 ($6.00) Dollars plus One dollar and ZO/100 ($1.20) Dollars per person employed, per quarter. - 5 - G. For each school a charge of thirty-five cents ($.35) per student enrolled and employee per quarter. H. Paragraphs E, F and G of this Section are ex- clusive and set forth the sole rate to be ~, charged customers of such classifications. W SECTION II: There shall be inserted in said Ordinance ~ No. 707 as though written therein Section 5a in words and figures ~ r'`~ as follows: -~ Section 5a: Prior to or~at the time of tapping any water main which is a part of the combined sewer and water works of the Village of Plainfield for the purpose of obtaining water service for any property abutting such water main, the owner of such property or the contractor making such tap- in shall pay to the Village Clerk for the privilege of making such tap-in the sum of Three Hundred Fifty and no/100 ($3SO.OD) Dollars for each tap-in for servicing property within the Village of Plainfield and the sum of Seven Hundred and no/100 ($700.00) Dollars for each tap-in for servicing property outside of the Village of Plainfield. The afore- said charges for tapping such water main shall include all costs of such tap--in, except da.gging, piping and necessary appurtenances and plumbing service from said water main up to and including the buffalo box. All sewer and water tap--ins shall - 6 - be made in accordance with the specifications of and under the direction and supervision of the Village of Plainfield and shall not be used until the work is approved by the Village of Plainfield. There shall be no water service connected to the Village System installed outside of the Village. Before or at the time of issuing any building permit involving any sewer tap-in and in any event prior ~ to the time of tapping any sewer main which is a -...~ part of the combined sewer and water works of the Village of Plainfield for the purpose of obtaining sewer service for any property abutting such sewer maa.n, the owner or owners of such property or the contractor desiring to make such tap-in shall make application, in writing, to the Village Clerk of the Village of Plainfield for a permit to tap such mains and in addition to all other charges heretofore established by Ordinance, pay to said Village Clerk a capacity fee and use charge for all properties, the following sums, to-wit: (a) For a single family resident or a church . . $350.00 (b) For an apartment building ---- First Unit . .$35D.00 For each additional unit $250.00 (c) For commercial establishments, Libraries, Theaters and Industries, a Minimum or Base Fee . . $350.00 Flus an additional charge for each sanitary plumbing facility in excess of five (5) . . $ 75.00 _~_ (d) Schools, a Minimum or Base Fee $350.00 Plus an additional fee fox each sanitary plumbing facility in excess of five (5) $ 45.00 (e) For all other Properties: The capacity fee for any type of property not hereinabove specifi- cally mentioned sha11 be fixed in each case by Ordinance duly passed by the President and Board of Trustees of the Village of Plainfield.. In addition to Sewer Tap-In charges the owner or con- tractor installing the line shall deposit at the office of the Village Clerk a bond in the amount of Five Hundred and no/100 ($500.00) Dollars in satin-- factory form to insure that the work is properly performed and any cuts in streets or curbs are pro- perly backfilled and repaired. All monies paid to the Village of Plainfield under the provisions of this Ordinance shall be placed in a separate fund to be known as the "Sewer and Water Works Construction Fund" and used only for the purposes of making capital improvements to the sewerage disposal plant o£ the Village of Plainfield. SECTION T22; There shall be inserted in said Ordin-- ance No. 707 as though written therein Section 5b in words and fa.gures as follows: There shall be no water service connected to the Village system installed outside of the Village of Plainfield from and after the effective date hereof. There shall be no sewer service connected to the ..,,~ w i tV Village system installed outside of the Village • , _ g _ of Plainfield from and after the effective date hereof. SECTION IV: This ordinance specifically does not :~ --•,t repeal Ordinance No. 547 and Ordinance No. 655, except insofar c~a as this Ordinance is in conflict therewith. ~ ~-.3 SECTION V: The rates and charges set forth herein. ~''~ --,.,~ shall take effect on the first day of April, 1973. SECTION VI: A copy of this Ordinance, properly certified by the Village Clerk, shall be filed in the office of the Recorder of Deeds of Will County, Illinois, and shall be deemed notice to all owners of real estate of their liability for water and sewerage service supplied by any occupant or user of such service on their properties. SECTION VII: All ordinances and parts of ordinances in conflict hereurith are, to the extent of such conflict, repealed. SECTION VIII: If any section or portion thereof of this Ordinance shall for any reason be held invalid, such decision shall not affect the validity of the remaining portion of such section, or the remaining portions of this Ordinance. This Ordinance shall be in full force and effect upon its passage, approval, and publication as provided by law. PASSED this l9th day of March, A. D., 1.973. /s/ Charles F.
