If the Richmond Com-
mon Council agrees, an
east side property might
one day become the first
protected by the city's his-
toric preservation ordi-
nance passed two years ago.
The former Harry and
Helen Frankel property at
711 Henley Road goes to
council Monday, recom-
mended for historic protec-
tion by the city's Historic
Preservation Commission.
If it receives council ap-
proval, the property owned
by David Bartlemay and Si-
mone Ferreira, would be-
cornea conservation district
for three years. After that
time, it would become a his-
toric preservation site and
would be protected against
demolition or major struc-
turalchanges to its exterior.
"It's important to Rich-
mond This is a historic
property and needs to be
protected for future genera-
tions," said Ferreira, who is
a commission member "We
don't see ourselves as own-
ers of the property. We're
caretakers of thisproperty"

lining the original farm.
Singin' Sam was a popu.
lar crooner in the 1920s and
'30s and was apitchman for
Coca -Cola and Barbasol.

reira own the property.

to gather as much histori-
cal information as it can
about the property. Any-

old stories or other memo-
rabilia about the home and
land should call the couple

•Ferreira said the couple
plans to try to get the prop-
erty listed on the National
Registry of Historic Places
More work ahead
The project signals the
start of more preservation
efforts at the local level,
said Scott Zimmerman, di-
rector of the eastern re-
gional office of Historic
Landmarks of Indiana.
"This gives the local
preservation commission
the opportunity, and maybe
even the responsibility, to as-
sist the local property owner
in establishing what makes
that local site historically
significant," Zimmerman
said. "The goal is to preserve
local landmarks so the local
public can visually enjoy
them and relate to them."
Commission president
Charles Ball said the pro-
ject follows 15 month.s of ed-
ucation by the commission.
"I think it's a good first
district for us because it has
important historical signif
icance and it's an important
architectural structure,"
Ball said. "It isalocal desig-
nation and they are the only
designations that can place
prat ection on the property.'

A SPECIAL ORDINANCE CREATING A CONSERVATION DISTRICT
WHEREAS,
WHEREAS,
WHEREAS,
WHEREAS,
Section 158.01 et. seq. of the City Code provides for the creation of a
Conservation District by ordinance; and
the owners of the real property commonly known as 711 Henley Road
(hereinafter referred to as the "Property ") wish to establish a Conservation
District on said Property. A written petition to establish said Property as a
Conservation District is attached hereto, made a part hereof, and marked as
"Exhibit A "; and
the property is more particularly described on a document attached hereto, made a
part hereof, and marked as "Exhibit B "; and
a map showing the boundaries of said Property is attached hereto, made a part
hereof, and marked as "Exhibit C"; and
WHEREAS, the map attached as "Exhibit C" has been approved by the Historic Preservation
Commission; and
WHEREAS, the Historic Preservation Commission has prepared a report on the above property
and recommends the establishment of a Conservation District on this Property.
A copy of said report is attached hereto, made a part hereof, and marked as
"Exhibit D."
NOW THEREFORE, it is hereby ordained by the Common Council of the City of Richmond,
Indiana, that the map attached as "Exhibit C," showing the boundaries of the historic district, is
hereby approved.
NOW THEREFORE, it is further ordained by the Common Council of the City of Richmond,
Indiana, that the above described property is hereby established as a Conservation District, as
defined by 158.01 et. seq. of the City Code, th no additional regulations or restrictions shall
apply to said Conservation District.

Being a part of the Southeast Quarter of Section 3, Township 13 North, Range 1 West, in the
City of Richmond, Wayne County, Indiana, and being more particularly described as follows:
Beginning at a p-k nail set on the west line of the Southeast Quarter of said Section 3, said p-k

Common Description
Home and outbuildings located at 711 Henley Road South in the City of Richmond, Indiana.
Structures

The property, as a whole, has been classified as an outstanding site by the Historic Landmarks
Foundation of Indiana.
Architectural Significance
Rated Outstanding in the 2001 Wayne County Interim Report of the Indiana Historic Sites and
Structures Inventory, the home is in the Colonial Revival Style and was completed in 1938. The
home was modeled after the owner Harry A. Frankel's boyhood home in Danville, Kentucky. In
addition to the main house, the property includes a welded -steel swimming pool, pool house,
gazebo, two guesthouses, a garage /workshop and board fencing outlining the original farm.
Historical Significance
Harry Frankel was born in Richmond on January 27, 1888, and died at the age of 60 on June 12,
1948.
Frankel was a minstrel in vaudeville and hosted radio shows aired on CBS until 1930 when he
joined the NBC network. Later, Frankel's show was nationally syndicated and originated from
his home in Richmond. Known as an early "crooner," Frankel made records for the local
Gennett label's New York studio and others. Frankel also appeared in the 1934 film, "This Little
Piggie Went to Market."
In addition to his numerous efforts as an entertainer, Frankel endorsed several products and as a
result of his popularity as a "pitchman" he was known as "Singin' Sam the Lawnmower Man"
and "Singin' Sam the Barbasol Man."
Approval of Owners
This parcel has two owners who have agreed to have the parcel designated as a Conservation
District.
Recommendation
The Historic Preservation Commission recommends the creation of a Conservation District at
this site
Additional Conditions
The Historic Preservation Commission does not recommend that additional restrictions be placed
upon this property.
