May 17,2021
The Common Council of the City of Richmond, Indiana met in a Regular Meeting May
17, 2021 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Councilors Doug Goss, Kelley Cruse-Nicholson (Zoom), Bill Engle, Jeff
Cappa, Jeffrey Locke, Gary Turner,Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk;Emily Palmer, Controller;Beth Fields,Director of Infrastructure and Development;
Ian Vanness,City Planner;Randy Kouns,Director of Information and Technology;Alison
Zajdel, Mary Jetmore, Olivia Graham, Jeremy Roberts, Evelyn Lerner, Maggie Zajdel,
Landon Hasecoster, Hannah Jensen-Sizelove and Lucy Graham, Environmental
Sustainability Committee; Caleb Smith; Matt Evans, GIS Coordinator;and,Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held May 3, 2021,
supported by Councilor Goss. The minutes were approved with a 9-0 roll call vote.
PRESENTATION OF PETITIONS,MEMORIALS, OR COMPLAINTS AND
INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak
must be in writing and submitted to the Clerk's office before noon on the Wednesday
prior to the meeting.)
RESOLUTION NO. 004-2021—A RESOLUTION TO REDUCE CARBON
EMISSIONS,INCREASE ENERGY EFFICIENCY AND RENEWABLE ENERGY
USE,AND TO CREATE A CLIMATE CHANGE RESILIENT CITY OF RICHMOND,
INDIANA THAT WILL PROTECT THE COMMUNITY AND ITS CITIZENS
The Finance Committee recommended approval.
Resolution No.4-2021 was approved with a 7-2 roll call vote.Dissenting were
Councilors Cappa and Bumbalough.

COMMUNICATION FROM THE MAYOR
• Review of Community Calendar
• The City Building will be fully open effective June 1. Visitors will still have to
enter through the Police Department.
ORDINANCES ON FIRST READING
Councilor O1er moved to suspend the rules and read Ordinance Nos. 23,24 &25-2021 on
first reading by title only,supported by Councilor Goss. Upon a vote viva voce,the motion
carried.
ORDINANCE NO.23-2021—A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM LOW-DENSITY SINGLE-FAMILY
RESIDENTIAL DISTRICT AND MEDIUM DENSITY SINGLE FAMILY
RESIDENTIAL DISTRICT TO INSTITUTIONAL DISTRICT(0 Round Barn Road)
The Clerk read Ordinance No. 23-2021 on first reading by title only.
Ordinance No. 23-2021 was referred to the Plan Commission for Public Hearing on May
27, 2021.
ORDINANCE NO. 24-2021 —A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR CERTAIN PARCELS FROM URBAN RESIDENTIAL DISTRICT TO
GENERAL COMMERCIAL DISTRICT(College Avenue/National Road West)
The Clerk read Ordinance No. 24-2021 on first reading by title only.
Ordinance No. 24-2021 was referred to the Plan Commission for Public Hearing on May
27,2021.
ORDINANCE NO. 25-2021 — AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 47-2020 KNOWN AS THE 2021 SALARY ORDINANCE (IT)
The Clerk read Ordinance No. 25-2021 on first reading by title only.
The Finance Committee recommended approval.
Councilor Goss moved to advance Ordinance No. 25-2021 to second reading and public
hearing, supported by Councilor Bumbalough. Speaking in favor was Mr. Kouns. There
being no comments against, Councilor Goss called for the question, supported by
Councilor Bumbalough.
Ordinance No. 25-2021 was adopted with a 9-0 roll call vote.

There being no further business,on a motion duly made,seconded and passed,the meeting
was adjourned.
