HomeMy Public PortalAbout06-03-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 3,2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, June 3, 2021, in the Hutton Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Lieutenant Donnie Benedict; Greg Stiens, Director of Public Works and Engineering; Major Aly Tonuc; Kara Messler, Purchasing; and, Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of May 27, 2021, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for June 4, 2021 in the amount of One Hundred Nine Thousand Nine Hundred Sixty Nine Dollars and thirty three cents ($109,969.33), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for June 4, 2021, in the amount of Seven Hundred Forty Four Thousand One Hundred Twenty Five Dollars and eighty five cents ($744,125.85), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • RENEWAL HANDICAP 75NWGSt 83NWHSt Board of Works Minutes June 3,2021 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • STREET CLOSURE Christ United Back to School Bash • On August 7, 2021 from 8:00 a.m. to 2:00 p.m. they are requesting a total closure around the 10th Street Park for the back to school bash backpack giveaway. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Richmond Jazz Scarrette Pyrotechnics LLC. On July 2, 2021 from 5:30 p.m. to 11:30 p.m. they are requesting the closure of Peacock Road from NW 1 1th to NW 13th Street to let off fireworks for the Richmond Jazz game. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. City of Richmond Parks Dept. On June 5, 2021 they are requesting permission to shut the lights off at Elstro Plaza for the movie. They have gotten permission from Skip Moore at RP&L already. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. BID OPENINGS • COMMUNITY CROSSING There was one bid submitted by Milestone in the amount of$390,353.00. This bid will be taken under advisement. • UNSAFE BUILDINGS DEMOLITION Those bids are as follows: B&B Construction: 536 South 6th Street- $6,500.00 Board of Works Minutes June 3,2021 619 South 9th Street- $6,500.00 902 North 8th Street- $6,300.00 403 North 17th Street- $6,500.00 Total cost- $25,800.00 Mikesell Excavating: 536 South 6th Street- $8,600.00 619 South 9th Street- $9,400.00 902 North 8th Street- $5,300.00 403 North 17th Street- $9,700.00 Total cost- $33,000.00 These bids will be taken under advisement. BID AWARDS -None CONTRACTS -None CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 2 TO CONTRACT NO. 119-2018—CLARK DIETZ,INC. They are providing engineering services for the design and preparation of construction plans for the proposed Complete Streets Loop Project Phase 2 along Main Street, Fort Wayne Avenue, and North"E" Street. This addendum includes the design of the electrical on Main Street between 7th and 10th Street. The receptacles will provide power for Christmas Lights. Not to exceed $28,700.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • ADDENDUM NO. 2 TO CONTRACT NO. 10-2021 —RYAN'S FLOORING This addendum is for the installation of new flooring in two additional offices in the Police Department on the first floor. Not to exceed$1,505.48 Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. RESOLUTIONS -None Board of Works Minutes June 3,2021 PETITIONS -None MISCELLANEOUS • CONFLICT OF INTEREST Eliott LaRue is a Richmond Firefighter that owns All American Lawn & Landscape. His company is interested in providing its services for the Police & Fire Training facility grounds. Ms.Palmer moved to accept as submitted,supported by Mr. Evans.Upon a vote viva voce, the motion carried. • EXECUTIVE SESSION There will be an Executive Session after the regular Board of Public Works and Safety meeting. This is for a discussion over an individual that the Board has jurisdiction. The session is closed to the public. The Executive Session was cancelled. ADJOURNMENT After a motion was duly made, the meeting was adjourned. r-dezt.
