HomeMy Public PortalAbout2013-08 Urging the Miami-Dade Board of County Commissioners to make repairs to the West and Bear Cut BridgesRESOLUTION No. 2013-8 RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS TO MAKE INTERIM REPAIRS TO THE WEST AND BEAR CUT BRIDGES, TO PROVIDE FOR A SPECIFIC AND SEPARATE ACCOUNTING/ALLOCATION OF RICKENBACKER TOLL REVENUES, TO DETERMINE THE BONDING CAPACITY FOR RICKENBACKER CAUSEWAY CAPITAL IMPROVEMENTS FROM TOLL REVENUES, TO IMMEDIATELY COMMENCE THE PROCESS FOR THE DESIGN, CONSTRUCTION AND FINANCING OF A NEW REPLACEMENT BRIDGE AT BEAR CUT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village Council, having carefully considered the presentations made by the officials of Miami Dade County and having carefully considered the emergency resolutions adopted by the Board of County Commissioners, has concluded that a different direction may be warranted to repair the West and Bear Cut Bridges and that the need exists to replace the Bear Cut Bridge altogether; and WHEREAS, the Village Council has concluded that, because years will be required to plan, design, permit and construct a new Bear Cut Bridge, it is critical to begin that process now. NOW, THEREFORE, BE IT RESOLVED THAT THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE RESPECTFULLY REQUESTS THAT MIAMI DADE COUNTY: Section 1. Reduce the scope and cost of the Rickenbacker bridge temporary repairs by soliciting design build bids from contractors on an emergency basis to repair the steel beams and road bed of the 1944 segments of the West and Bear Cut Bridges, and jacket the deteriorated pilings on the 1985 segments of both bridges to the extent necessary to restore the bridges to a condition allowing unrestricted vehicular use by both passenger vehicles and trucks, which bids should include not only cost, but time required for completion, and assurances that the useful life of the bridges following completion will be extended for a period long enough to replace the bridges with new ones. Section 2. Maintain from this point forward, a separate line item for Rickenbacker toll revenues, Rickenbacker operating and maintenance expenses and Rickenbacker capital investments, allowing use of such funds for other County road purposes only to the extent that excess funds are available after providing for Rickenbacker operations and maintenance, scheduled capital improvements, and reserves. Section 3. From the toll revenues available to the County from Rickenbacker toll revenues after deducting operating and maintenance expenses, and reserves, determine the bonding capacity available to the County for capital improvements for the Rickenbacker Causeway. Section 4. Immediately initiate a planning process toward the planning, design, financing, permitting and construction of a new West Bridge and Bear Cut Bridge to include all of the usual permitting agencies, the Village of Key Biscayne, the City of Miami, County departments with an interest in the County parks, and the State of Florida officials responsible for Bill Baggs State Park, and organizations sponsoring cycling, running and other recreational activities using the Causeway, the marine industry and boating public and the public generally. Section 5. Commence a process of identifying and obtaining other additional financial contributions from other governments and interests to support construction of a new Bear Cut Bridge. Section 6.
