HomeMy Public PortalAbout06-07-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, JUNE 7,2021 The Common Council of the City of Richmond,Indiana met in a Regular Meeting June 7,2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE ROLL CALL Present were Councilors Doug Goss,Kelley Cruse-Nicholson,Bill Engle,Jeff Locke,Gary Turner,Jane Bumbalough, and Larry Parker. Absent were Councilors Oler and Cappa. Also-in attendance were Kim Vessels,Assistant Corporate Council; Karen Chasteen, City Clerk;Emily Palmer,Controller;Beth Fields,Director of Infrastructure and Development; Ian Vanness, City Planner; Randy Kouns, Director of Information and Technology; Ann Houtman, President of Earlham College; Richard Lake; Mist Hollis; Derek Hill & Bill Henry, Code Enforcement; Dan Stamper; Dakota Collins; Valerie Shafer, Director of Wayne County Economic Development; David Snow; Mayor; Kay Koger; Bonita Washington-Lacy, Vice President of Student Life; Melissa Vance, President and CEO of Wayne County Chamber of Commerce; Keith Morey; Alex Eastman; Robert Phillips; Gordon Moore of Beals-Moore&Associates site development group;Jeff Carter,Bethany School of Religion; Kate Hershberg ; Jeb Reece, Community Development; Tony Foster, Richmond Power and Light; Fire Chief Jerry Purcell; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held May 17, 2021, supported by Councilor Engle.The minutes were approved with a 9-0 vote viva voce. PRESENTATION OF PETITIONS,MEMORIALS, OR COMPLAINTS AND INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak must be in writing and submitted to the Clerk's office before noon on the Wednesday prior to the meeting.) A. RESOLUTION NO.5-2021—RESOLUTION TO OPT OUT OF OPIOIDS SETTLEMENT PURSUANT TO INDIANA CODE 4-6-15-1 Councilor Goss moved to approve, supported by Councilor Bumbalough. Mr.Lake addressed Council regarding unsightly properties and streets within the City and encouraged mediation of such. COMMUNICATION FROM THE MAYOR • Review of Community Calendar • A City Wide Clean Up blitz is planned for this summer • There is a proposed vacant property registration. ORDINANCES ON FIRST READING Councilor Goss moved to suspend the rules and read Ordinance Nos.23,24&25-2021 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. QRDINANCE NO. 26-2021 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2021 BUDGET(Clerk) The Clerk read Ordinance No.26-2021 on first reading by title only. Councilor Goss moved to advance Ordinance No. 26-2021 to second reading and public hearing,supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 27-2021 on second reading y title only. Councilor Goss called for the vote, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Ordinance No.26-2021 was approved with a 7-0 roll call vote. ORDINANCE NO. 27-2021 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (J.M.Hutton) The Clerk read Ordinance Nol.27-2021 on first reading by title only. Ordinance No.27-2021 was referred to the Tax Abatement Committee. • Common Council Minutes June 7,2021 Page 3 of 3 ORDINANCES ON SECOND READING ORDINANCE NO.24-2021—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM URBAN RESIDENTIAL DISTRICT TO GENERAL COMMERCIAL DISTRICT(College Avenue/National Road West) The Clerk read Ordinance No. 24-2021 on second reading by title only. There was no recommendation from the Plan Commission as the vote was tied. President Parker declared Ordinance No.24-2021 on public hearing. Speaking in favor were Messrs. Sakotis,Morey, Stamper,Moore,Morey,Mmes. Washington-Lacy, Shafer, Hershberg,Vance and Houtman. Speaking against were Ms.Koger and Mr.Phillips. Ordinance no. 24-2021 was approved with a 7-0 roll call vote. CALL FOR ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,the meeting was adjourned.
