SECOND BUDGET HEARING -- SEPTEMBER 23, 2014
The Second Budget Hearing was held on September 23, 2014, in Bat Harbour Village Hall
Council Chambers'(655 — 96th Street, Bal Harbour, Florida).
CALL TO ORDER: The meeting was called to order at 5:06 p.m. byMayor Rosenfield.

A RESOLUTION OF THE VILLAGE COUNCIL OF;BAL HARBOUR VILLAGE,
FLORIDA, ADOPTING THE FINAL MILLAGE RATE OF THE VILLAGE FOR THE
FISCAL YEAR COMMENCING OCTOBER'1, 2014 THROUGH'SEPTEMBER 30,
F015, PURSUANT TO SECTION 200.055, FLORIDA STATUTES; PROVIDING
FOR NOTICE; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE. Public Hearing

Mr. Gonzalez announced that the final millage rate for fiscal year 2014-2015'is proposed at
2.0611 mills, the rolled -back rate is 1 73/37 mills; and the proposed millage rate is 18.54%
higher than the rolled -back rate. He recommended approval of the 2.0611 millage rate;
which could be adopted by a two-thirds vote of the Council:

There being no additional comments, Mayor Rosenfield closed the public hearing.
The motion passed (5-0), with the roll call vote as follows: Assistant Mayor Blachar yes;
Councilwoman Cohen yes; Councilman Packer yes; Councilman Sanz yes; Mayor Rosenfield
yes; thus becoming Resolution No. 2014-873.
R7B: The following Resolution title was read by Mrs. Horvath:
A RESOLUTION OF THE VILLAGE COUNCIL OF BAL HARBOUR, VILLAGE,
FLORIDA, APPROVING AND ADOPTING THE FINAL BUDGET FOR BAL
HARBOUR VILLAGE ; FOR FISCAL YEAR 2014-2015; PROVIDING FOR
EXPENDITURE OF FUNDS; PROVIDING FOR AMENDMENTS; PROVIDING FOR
CARRYOVER OF FUNDS; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Public Hearing

Mr. Gonzalez explained the Resolution adopting the final budget for fiscal year 2014-2015.
Mayor Rosenfield opened the public hearing. There being no comments, Mayor Rosenfield

yes; thus becoming Resolution No. 2014-874.
R7C: The following Resolution title was read by Mrs. Horvath:
A RESOLUTION OF THE VILLAGE COUNCIL OF BAL HARBOUR VILLAGE,
FLORIDA CONCERNING PUBLIC DEPOSITORIES USED BY THE VILLAGE FOR
DEPOSIT OF VILLAGE FUNDS, CHECK SIGNATORIES ON VILLAGE BANK
ACCOUNTS, AND RELATED MATTERS; PROVIDING FOR IMPLEMENTATION;
PROVIDING FOR AN EFFECTIVE DATE,
A motion was offered by Assistant Mayor Blachar and seconded by Councilman Sanz to
approve the Resolution.
Mr. Gonzalez explained the need for the resolution, to formally designate those able to sign
the Village's checks.
No comments were provided by the public.
The motion passed (5-0); thus becoming Resolution No. 2014-875
It was the consensus of the Council to consider the following item out of order, per Mr.
Gonzalez's request:

R5A: The following Ordinance title was read by Mrs. Horvath:
AN ORDINANCE OF BAL HARBOUR VILLAGE, FLORIDA AMENDING ARTICLE II
"LOCAL BUSINESS TAX" OF CHAPTER 9 "BUSINESS REGULATIONS AND
BUSINESS TAX" OF THE BAL HARBOUR VILLAGE CODE OF ORDINANCES;
PROVIDING FOR AN INCREASE IN CERTAIN BUSINESS TAXES; PROVIDING
FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING
FOR AN EFFECTIVE DATE. Second Reading/Public Hearing,

Mr, Gonzalez explained the Ordinance, which provided for a five percent increase in the
business tax receipt fees, thereby increasing the revenue by approximately $30,000.

yes; thus becoming Ordinance No. 2014-576.
R7D: The foliowing: Resolution title was read by Mrs. Horvath:
A RESOLUTION OF THE VILLAGE COUNCIL OF BAL HARBOUR VILLAGE,
FLORIDA, APPOINTING AN INTERIM VILLAGE CLERK FOR BAL HARBOUR
VILLAGE, PENDING SELECTION OF A NEW VILLAGE CLERK; PROVIDING FOR
IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE:
A motion was offered by Councilman Sanz and seconded by Councilwoman Cohen to approve
the Resolution.
Mr. Gonzalez explained the need to appoint an Interim Village Clerk, while the search was
conducted for a new Village Clerk. He discussed the recruitment process:
No comments were provided by the public.
The Council discussed the appointment and salary for the Interim Village Clerk, Dolores
Mejia. Mrs Gonzalez clarified that Ms. Mejia's salary would return to her current salary,
once her service as Interim Village Clerk ended. He anticipated the appointment of a new
Village Clerk by January, but noted that would be up to the Council.
The Council spoke in favor of interviewing the short list of candidates, for the Village Clerk
position, which was appointed by the Council.
The motion passed (5-0); thus becoming Resolution No. 2014-876.
Dolores Mejia thanked the Council for her appointment as interim Village Clerk.
Mayor Rosenfield presented Ellisa Horvath, Village Clerk, with a proclamation recognizing
her 24 years of service to the Village.

ADJOURN: There being no further business; a motion was offered by Assistant Mayor
Blachar and seconded by Councilman Sanz to adjourn. The motion carried (5-0) and the
meeting was adjourned at 5:31 p.m.
