7:00 PM, Town Barn
The Hillsborough Town Board held a Special Meeting on June 25, 2002 at 7:00 PM in the
Hillsborough Town Barn for the Purposes of Considering the Proposed FY03 Annual Budget and
FY03-05 Financial Plan and conducting a Question and Answer Session with Orange County
Officials and the Developers of the Proposed Waterstone Development. Present for the Board
Meeting were Mayor Joe Phelps, and Commissioners Mark Sheridan, Evelyn Lloyd, Frances
Dancy, Kenneth Chavious, and Michael Gering. Staff present was Town Manager Eric Peterson,
Assistant Town Manager/Public Works Director Demetric Potts, Town Clerk Donna Armbrister,
Finance Director Sherry Carter, Planning Director Margaret Hauth, and Town Attorney Bob
Hornik.
Mayor Joe Phelps called the meeting to order at 7:06 PM.
1. PUBLIC CHARGE
Mayor Joe Phelps did not read the Public Charge, but stated that it would be followed and that he
expected the Board and Audience to conduct themselves with courtesy and respect.
2. AUDIENCE COMMENTS REGARDING MATTERS NOT ON THE PRINTED
AGENDA
There were no audience comments.
3. AGENDA CHANGES & AGENDA APPROVAL v
Mayor Phelps added Consideration of Budget Amendments for June 2002 and Encumbrances
from 2001-2002 to 2002-2003 as Item 4.8.
Mayor Phelps added a discussion regarding Board Member emergency contact and
Transportation Advisory Committee Alternate Member to the end of the Agenda after the
meeting with the County Officials and the Waterstone Developers.
By consensus, the Board approved the printed Agenda with the aforementioned changes.
4. CONSIDERATION OF PROPOSED FY03 ANNUAL BUDGET AND FY03-05
FINANCIAL PLAN (7:00 - 8:00 PM)
ADDED ITEM: B. Consideration of Budget Amendments for June 2002 and
Encumbrances from 2001-2002 to 2002-2003
This Item was heard out of order. Finance Director Sherry Carter presented Budget
Amendments for June 2002 and Encumbrances from 2001-2002 to 2002-2003 for the

Board's Consideration. She explained that if the Board approved these at this meeting,
there would be no need for the 8:30 AM meeting on Friday, June 28.
Upon a motion by Commissioner Gering, seconded by Commissioner Dancy, the Board
moved to approve the Budget Amendments for June 2002 and Encumbrances from 2001-
2002 to 2002-2003 as presented by a vote of 5-0. The motion was declared passed. A copy
of the Budget Amendments is hereby made a part of these official Minutes as an
Attachment.
A. Consideration of Budget Ordinance
Town Manager Eric Peterson presented the 2002-2003 Budget Ordinance for the Board's
consideration.
Mayor Phelps expressed concerns with the Town designating $30,000 for repairs to the
Town Clock. Phelps stated he would like to see this expenditure removed from the Budget
and more funding for these repairs obtained from private sources and possibly from
Tourism Funds.
Commissioner Gering stated that the Town Clock Committee feels that the clock should not
be removed from its present site until it is dismantled for repair. The Committee feels
confident that $60,000 will cover the entire restoration and that the Town should contribute
half of the funding. Gering stated he is in favor ofleaving the $30,000 designation in the
Budget.
Commissioner Lloyd stated she feels that if the clock is not repaired soon, it won't be worth
repairing. Lloyd said that she desires the item remain in the Budget as proposed.
Commissioner Chavious stated that he feels the clock is an important amenity for the Town,
but questioned whether there are not other issues in more urgent need of the funds.
Commissioner Sheridan reiterated that he feels the Town owes it to our customers to be fair
with the water rates. He stated that he feels the double rates are artificial. Sheridan
suggested the Board consider a 2.25-cent tax increase, leave the $30,000 designation for the
clock renovations in the budget with possible Tourism Grant Application for
reimbursement.
Upon a motion by Commissioner Gering, seconded by Commissioner Dancy, the Board
moved to approve the 2002-2003 Budget Ordinance as presented with a 2.25-cent tax
increase by a vote of 3-2 with Commissioners Gering, Dancy, and Lloyd voting Aye; and
Commissioners Sheridan and Chavious voting Nay. The motion was declared passed. A
copy of the Budget Ordinance is hereby made a part of these official Minutes as an
Attachment.

5. SPECIAL MEETING WITH ORANGE COUNTY (8:00 PM)

Mayor Joe Phelps opened the Special Meeting and welcomed Orange County Officials
Stephen Halkiotis, Barry Jacobs, Craig Benedict, and Diane Reid.
A. Question and Answer Session with the Developers ofthe proposed Waterstone
Development
Waterstone Developer Jack Smyre reviewed the proposed development plans and fielded
questions from Town and County Officials.
Orange County Commissioner Halkiotls requested the Town Board keep in mind when
reviewing future developments, that their decisions do affect other Boards and County
Departments.
Orange County Commissioner Jacobs stated that he appreciated the opportunity for the joint
involvement on this project.
Commissioner Sheridan recognized Orange County Commissioners Halkiotis and Jacobs
for their support of Hillsborough issues.
Mayor Phelps closed the Question and Answer Session.
ADDED ITEM:
Alternate Member of the Transportation Advisory Committee
Upon a motion by Commissioner Gering, seconded by Commissioner Dancy, the Board
moved to appoint Mayor Joe Phelps as the Town's Alternate Member of the Transportation
Advisory Committee by a vote of 5-0. The motion was declared passed
The Board directed the Town Clerk to notifY the Chair ofthe Transportation Advisory
Committee ofthis appointment and that the Mayor would be attending the meeting on June
26th in this capacity.
ADDED ITEM:
Emergency Board Member Notification
Commissioner Chavious expressed some concerns that while in Board Meetings, the Board
Members cannot be reached in case of emergencies.
The Board was informed that there is a phone in the Board Meeting Room in the Barn that
can be used for this purpose by calling 732-1270 Ext. 82.
By consensus, the Board tentatively set the second Public Hearing on the proposed
Waterstone Development for September 30, 2002 at 7:30 PM.

Upon a motion by Commissioner Chavious, seconded by Commissioner Sheridan, the
Board moved to Adjourn at 10:02 PM by a vote of 5-0. The motion was declared passed.
