HomeMy Public PortalAbout06-17-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, JUNE 17,2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,June 17, 2021, in the Hutton Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Lieutenant Donnie Benedict;Diane Whitehead,Neighborhood& Community Services;Fire Chief Jerry Purcell; Randy Kouns, Director of Information Technology; Imani Murphy, Director of Human Resources and Compliance; Jeb Reece, Community Development; and, Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of June 10, 2021, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for June 18, 2021 in the amount of One Hundred Sixty Three Thousand Sixty One Dollars and twelve cents ($163,061.12), supported by Ms. Palmer.Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve Payroll Claims for Payment for June 18, 2021 in the amount of Eight Hundred Sixty Eight Thousand Two Hundred Twenty Two Dollars and eighty five cents ($868,222.85), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • NEW HANDICAP SIGNS 105 North 16th Street Board of Works Minutes June 17,2021 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. 220 North 4th Street Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • HANDICAP SIGN RENEWALS 405 West Main Street 327 North 18th Street 114 North 16th Street 426 Lincoln Street 1026 South 7th Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • STREET CLOSURES Amigos Richmond Latino Center International Food Festival On September 4, 2021 from 1:00 p.m. to 11:00 p.m. they are requesting the North Service Drive behind Jack Elstro stage closed for setup and tear down. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Grassroots Neighborhood Coalition Street Scape Project On July 26, 2021 from 10:00 a.m. thru July 27, 2021 10:00 a.m. they are requesting the closure of North 20th and North"C" Street at the intersection for a 24 hour period to paint a street scape in the school colors of Star Elementary. It will cover all four corners of the intersection. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Additional Richmond Evening Optimist Club Youth Appreciation Day Board of Works Minutes June 17,2021 On Saturday, June 19, 2021 staring with a parade at 9:00 a.m. They are requesting street closures starting at 8:30 a.m. from Mary Scott Park at NW 8th Street&NW"A" Street, (where teams will gather), to Peacock Road. They will go down Peacock Road to NW 13th Street to the entrance of the REO Ball Park. This should all be done by 10:00 a.m. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 69-2021 -ALL AMERICAN LAWN AND LANDSCAPE,LLC They will furnish and install specified plants and landscaping materials for the Izzy David Edelman Police and Fire Training and Physical Fitness Center. Not to exceed$10,783.00 Ms. Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion carried. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 5 TO CONTRACT NO. 4-2021 —DYLAN SHIRKEY This addendum is for on-going network and server support and maintenance,training of replacement personal and project implementation and coordination services with the City IT department. There are 6 remaining virtual servers and 3 physical servers that still require upgrading, with each Server requiring approximately four (4) hours to complete. Not to exceed$4,000.00. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 30-2021 — PROFESSIONAL CONSULTING ASSOCIATION They provide professional consultation advisory and training services in connection with diversity and implicit bias coaching for various departments and employees as needed and identified by the Mayor's Office and Human Resources Department. The initial contract the training was to be provided virtually. Now that employees have returned to the Board of Works Minutes June 17,2021 workplace, the addendum accounts for lodging, mileage and per diem for the facilitators connected with the in-person training. The increased amount is not to exceed$2,720.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried.
