COUNCIL MEETING MINUTES
INDUCTION MEETING - NOVEMBER 17, 2014
The Induction Meeting of the Bal Harbour Village Council was held on November 17, 2014, at the Bal
Harbour Village Hall Council Chambers (655 — 96t Street, Bal Harbour, Florida).
CALL TO ORDER/ROLL CALL: The meeting was called to order at 10:16 a.m. by Mayor Rosenfield.

Councilman Martin Packer
Councilman Jaime M. Sanz
Jorge M. Gonzalez, Village Manager
Dolores M. Mejia, Interim Village Clerk
Richard Jay Weiss, Village Attorney
As a quorum was determined to be present, the meeting commenced.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by the full Council.
INVOCATION: Rabbi Simeon Schreiber, Police Chaplain, and Reverend Robert Asinger, Church -by -
the -Sea, led the invocation.
CERTIFICATION OF NOVEMBER 4, 2014 ELECTION BY VILLAGE CLERK: Ms. Mejia
certified that Patricia Cohen was elected as the Councilmember from District 3 (unopposed), Gabriel
Groisman was elected as the Councilmember from District 5 (unopposed), and Seth E. Salver was
elected as the Councilmember from District 1, having received 424 votes out of 610 votes cast.
The Village Manager Purchasing Authority charter amendment, having received 354 votes out of 655
cast, passed and was adopted and approved by the electors of the Village.
OATH OF OFFICE: Ms: Mejia administered the oath of office to Councilwoman Cohen, Councilman
Groisman and Councilman Salver.
APPOINTMENT OF TEMPORARY ,CHAIRPERSON: A motion was offered by Councilman
Packer and seconded by Councilwoman Cohen to appoint Village Manager Jorge M. Gonzalez
as the Temporary Chairperson. The motion carried (5-0).
ELECTION OF MAYOR: Mr. Gonzalez, serving as the temporary chair, asked for nominations for
Mayor.
Councilwoman Cohen nominated Councilman Packer for appointment as Mayor. Councilman
Groisman nominated himself for appointment as Mayor. No further nominations were made.

Council Members submitted their votes by paper ballot. Councilman Packer was appointed Mayor
by a vote of (4-1).
OATH OF OFFICE - MAYOR: Ms. Mejia administered the oath of office to Mayor Packer.
ELECTION OF ASSISTANT MAYOR: Mayor Packer opened the floor for nominations for Assistant
Mayor.
Mayor Packer nominated Councilwoman Patricia Cohen for appointment as Assistant Mayor.
Councilwoman Patricia Cohen was appointed as Assistant Mayor by acclamation.
OATH OF OFFICE - ASSISTANT MAYOR: Ms. Mejia administered the oath of office to Assistant
Mayor Cohen.
SPECIAL PRESENTATIONS: Mayor Packer and the Council recognized outgoing Mayor
Rosenfield and Assistant Mayor Blachar for their service on the Council and to the community.
A proclamation naming November 18, 2014 as Best Buddies Day was presented by to outgoing
Assistant Mayor Blachar, for her involvement with Best Buddies International.
ADJOURN: There being no further business to come before the Council a motion was offered by
Mayor Packer and seconded by Councilman Sanz to adjourn. The motion carried (5-0), and the
meeting was adiourned at 10:59 a.m.
