PROCEEDINGS OF A REGULAR MEETING
OF THE COMMON COUNCIL OF
THE CITY OF RICHMOND, INDIANA,
JUNE 21,2021
The Common Council of the City of Richmond, Indiana met in a Regular Meeting June
21, 2021 in the Community Room in said City.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Councilors Kelley Cruse-Nicholson, Bill Engle, Jeff Locke, Jane
Bumbalough, and Larry Parker. Absent were Councilors Turner and Goss.
Also in attendance were A.J. Sickmann, Corporate Council; Karen Chasteen, City Clerk;
Traci McGinnis, Deputy Controller; Beth Fields, Director of Infrastructure and
Development; City Planner; Randy Kouns,Director of Information and Technology;Mark
Jeffers, Tom Robinson, John Sayre, J.M. Hutton; David Snow; Mayor; Fire Chief Jeny
Purcell; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Oler moved to approve the minutes of the regular meeting held June 7, 2021,
supported by Councilor Bumbalough. The minutes were approved with a 7-0 vote viva
voce.
PRESENTATION OF PETITIONS,MEMORIALS, OR COMPLAINTS AND
INTRODUCTIONS, MOTIONS,AND RESOLUTIONS. (These requests to speak
must be in writing and submitted to the Clerk's office before noon on the Wednesday
prior to the meeting.)
None
COMMUNICATION FROM THE MAYOR
• Review of Community Calendar
• A letter of support has been submitted to preserve the Main Street program
ORDINANCES ON FIRST READING
Councilor Oler moved to suspend the rules and read Ordinance No. 28-2021 on first
reading by title only, supported by Councilor Cappa. Upon a vote viva voce, the motion
carried.

ORDINANCE NO. 28-2021 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER
APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (J.M. Hutton)
The Clerk read Ordinance No. 28-2021 on first reading by title only.
Ordinance No. 27-2021 was referred to the Tax Abatement Committee.
ORDINANCES ON SECOND READING
ORDINANCE NO. 27-2021 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER
APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Primex)
The Clerk read Ordinance No. 27-2021 on second reading by title only.
Councilor Cruse-Nicholson moved to engross, supported by Councilor Engle. Upon a vote
viva voce,the motion carried.
Councilor Cruse-Nicholson called for the vote, supported by Councilor Locke.
Ordinance No. 27-2021 was adopted with a 7-0 vote
MISCELLANEOUS
Councilor Cruse-Nicholson thanked Council for the years she served with them on Council.
She has moved out of her District and effective June 30, 2021 she will no longer serve on
Council. Councilors expressed their thanks for Kelley and her service and wished her well.
CALL FOR ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed,the meeting
was adjourned.
