A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA AUTHORIZING
THE HIRING OF A STRUCTURAL ENGINEER TO STUDY
THE CONDITION OF THE BEAR CUT BRIDGE;
PROVIDING FOR IMPLEMENTATION AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the Village of Key Biscayne and the island community of Key Biscayne in its
entirety is only accessible via a single bridge known as Bear Cut Bridge (the "Bridge") owned by
Miami -Dade County (the "County"); and
WHEREAS, the Bridge is in a state of substantial disrepair and deterioration; and
WHEREAS, based upon the condition of the Bridge, the County has declared an emergency
and made an initial decision to restore and rehabilitate the Bridge as opposed to replace it with a new
Bridge; and
WHEREAS, the Village Council believes that due to its age and condition, as well as other
factors, the Bridge should be replaced; and
WHEREAS, the Village Council has particular concern with the condition of the pilings and
foundations of the Bridge and believes that a special detailed study and assessment of those
components of the Bridge is necessary prior to the commencement of any restoration work by the
County; and
WHEREAS, the Village Council is prepared to engage the services of a qualified
independent structural engineering firm (with bridge expertise) for the specific purpose of studying
the condition of the Bridge.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. That each of the above stated recitals are hereby
adopted and confirmed.
Section 2. Retention of Engineer. The Village Manager is hereby authorized to engage
a qualified structural engineering firm (with bridge expertise) for the specific purpose of studying
and providing a written report and analysis on whether the foundation system of the Bridge,
including the pilings, is sufficient to support the County's rehabilitation plan and associated loads
for the anticipated 30+ year service life of the Bridge.
Section 3. jmplemeijtation, The Village Manager is authorized to take all steps
necessary to accomplish the purpose of this resolution and to execute any agreements and to incur
amounts not to exceed those authorized by the Village Council.
Section 4. Effective Date, This Resolution shall be effective immediately upon
adoption.
