HomeMy Public PortalAbout22-9951 - Prologis Site Plan ReviewSponsored by: City Manager RESOLUTION NO. 22-9951 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA APPROVING THE FINAL SITE PLAN REVIEW REQUEST FOR THE CONSTRUCTION AND OPERATION OF AN INDUSTRIAL WAREHOUSE/DISTRIBUTION & OFFICE SPACE DEVELOPMENT BUILDING LOCATED AT 12805 LE JEUNE ROAD AND IDENTIFIED BY FOLIO 08-2129- 000-0061 IN THE I-3 ZONING DISTRICT; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the applicant, Prologis Logistics Services Incorporated intends to re- develop this site into a new warehouse distribution and office building in the west section of the City of Opa-Locka ("City"); and WHEREAS, the Project will consist of the demolition of the current building and the new construction and operation of an industrial warehouse/ distribution and office development building located at 12805 LeJeune Road, Opa-Locka, Florida and identified by folio 08-2129-000-0061 in the I-3 Zoning District; and WHEREAS, the development will also include 248 car parking spaces, 64 tractor - trailer parking spaces, 219 new assorted trees, 3,601 shrub plants and 139,640 square feet of landscaped open space; and WHEREAS, the request for site plan approval meets the review criteria set forth in the Land Development Regulations, Section 22-55 H; and WHEREAS, the redevelopment of this site is intended to provide a current Class - A, 247,174 square foot industrial warehouse/distribution space with 24,717 square feet of office space to attract quality logistics and distribution tenants to the City of Opa- Locka. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AS FOLLOWS: SECTION 1. Recitals. The above recitals are true and correct and are incorporated into this Resolution by reference. Resolution No. 22-9951 SECTION 2. Approval/Denial. Approval of Site Plan Review. The City Commission of the City of Opa-Locka hereby approves a request for the Site Plan approval for the Construction and Operation of an industrial warehouse/distribution & office space development building located at 12805 LeJeune Road and identified by folio 08-2129-000-0061 in the I-3 Zoning District. A copy of the approved Site Plan is attached hereto and incorporated herein as Exhibit "A". SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors which do not affect the intent may be authorized by the City Manager, or the City Manager's designee, without need of public hearing, by filing a corrected or re -codified copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE. This Resolution shall, upon adoption, become effective as specified by the City of Opa-Locka Code of Ordinances and the City of Opa-Locka Charter. Pigatt on November 10, 2021. Staff Summary: The subject property is currently owned by Prologis Logistics Services C/O Prologis Inc Incorporated according to Miami -Dade County Property appraiser's website. The subject Property is not being used by any business and is currently vacant. The applicant's submitted building permit has been approved by the City for the demolition of the current warehouse structure. The 635,714 square foot (14.59 acre) property site is identified by Folio 08-2129-000- 0061 in the I-3 Liberal Industrial zoning district and is also within the Corridor Mixed -Use Overlay. This development is located in the southeast area of NW 42nd Avenue/Le Jeune Road just north of NW 128th Street. This site is only accessible via Le Jeune Road. The applicant, Prologis Logistics Services c/o Prologis Inc Incorporated has submitted applications for site plan review, a variance request review and for development agreement review concerning the construction and operation of an industrial warehouse/distribution & office space development on this site. As indicated on the site plan, this development meets all of the applicable zoning standards in compliance with the City Land Development Regulations except the dimension of the parking spaces for tenant users, their employees and visitors. The applicant has requested a variance for parking space dimension reduction which will not reduce parking space dimension for tractor trailer spaces or for Americans with Disabilities Act (ADA) disabled parking spaces. The proposed development provides for a Class A, 247,174 square foot industrial warehouse / distribution space with 24,717 square feet of office space to attract quality logistics and distribution tenants to the City of Opa-locka. The development will also provide for 248 tenant, employee, office and visitor parking spaces, 64 tractor -trailer parking spaces, 219 assorted trees, 3,601 shrub plants, and 139,640 square feet of landscaped open space. This site plan review request was reviewed by the Planning & Zoning Board on October 5, 2021. The Planning & Zoning Board recommended approval of this request by a 5-0 vote after presentation and discussion. Financial Impact The development of a new industrial warehouse/ distribution and office building will attract quality logistics and distribution tenants to the City of Opa-locka. The financial impact will be through new construction, permitting, impact fees and employment during construction and for the operation after construction. Proposed Action: Staff has recommended approval of this request. The Property is surrounded by industrial uses to the north, south, and east, and a mix of industrial and commercial uses to the west. The Property is located off of a half section line road and approximately 0.5 miles away from a major highway, State Road 924/Gratigny Parkway. In addition, the Property is served by Metrobus routes 42 and 135 at bus stops located within 200 feet of the Property. The Applicant is seeking to redevelop the Property with a Class -A industrial development consisting of a 247,174 square foot building (including approximately 222,457 square feet of warehouse/distribution space and 24,717 square feet of office use) intended to attract quality logistics and distribution tenants. The proposed building contemplates a modern aesthetic including vertical glass treatments and grey banding to add visual interest on its frontage along Le Jeune Rd, which will be further enhanced by plantings and ample landscaped green open space to serve as a retention area on the front of the Property. Additionally, the building design is elevated with the four (4) architecturally pronounced entry features and windows along the north facade. The proposed use is permitted in the I-3 zoning district, and the proposed site plan has been thoughtfully designed to maximize functionality, and activate the building frontage zone along the Le Jeune Rd corridor. Ingress and egress to the site has been strategically provided on the north and south portions of the Property's street frontage to ensure an efficient truck and vehicular traffic circulation pattern as well as pedestrian safety. Pending approval of the concurrent applications for a: (i) non-use variance of the parking dimensions under Land Development Regulations (LDRs) Article VI, Section 22-153(K), and (ii) Development Agreement for the project, the proposed site plan is consistent with the City's CDMP and all applicable LDRs. Specifically, the proposed site plan meets the review criteria set forth in LDR Section 22-55(H) as follows: 1. The development permitted by the application, if granted, conforms to the Comprehensive Plan; is consistent with applicable area or neighborhood studies or plans, and would serve a public benefit warranting the granting of the application at the time it is considered The proposed development conforms to the City's CDMP and FLUP map Industrial designation and Corridor Mixed Use Overlay. The development specifically advances CDMP Objectives LU-1, and LU-7, and Policy LU-7.5, which, collectively, encourage the support of economic development efforts to serve the needs of and provide employment opportunities to City residents, the improvement and redevelopment of industrial districts, and the prevention of encroaching incompatible uses. The development permitted by the application, if granted, will have a favorable or unfavorable impact on the economy of the City. The development permitted by the application will result in a favorable impact on the City's economy. According to the Miami -Dade County Property Appraiser's Office Assessment Information, the existing improvements on the Property have an approximate building value of $4.3 million dollars. The proposed development is estimated to cost $8.6 million dollars. Even with land value staying the same, this increase in building value will result in an overall increased taxable property value. Furthermore, the development is expected to create substantial job opportunities for the City's residents. In fact, if approved, this project is anticipated to generate approximately 350 permanent jobs, including 284 direct jobs on -site and 66 jobs in either industry sectors supportive of the on -site activity (indirect jobs) or in business establishments across the economy in which the direct and indirect workers spend their earnings (induced jobs). In addition, the project will generate construction jobs. Also, Prologis is a proud partner of the Miami -Dade Beacon Council and sponsor of the Summer Youth Internship Program through the Prologis Trade and Logistics Academy at Miami Springs Senior High School, making it a valuable corporate community partner for the City. This year alone, thirty (30) students from Miami Springs Senior High School have been hired for the 2021 Summer Youth Internship Program. 3. The development permitted by the application, if granted, will efficiently use or not unduly burden water, sewer, solid waste disposal, recreation, education or other necessary public facilities which have been constructed or planned and budgeted for construction. The proposed development will utilize current best management practices and design standards and will not unduly burden water, sewer and solid waste disposal utilities. Since the project is primarily an industrial/commercial use, there will be no meaningful impact to the recreation or education facilities in the area. 4. The development permitted by the application, if granted, will efficiently use or not unduly burden or affect public transportation facilities, including mass transit, roads, streets and highways which have been constructed or planned and budgeted for construction, and if the development is or will be accessible by public or private roads, streets or highways. The property is located on a major arterial, Le Jenue Rd (NW 42nd Avenue), and approximately 0.5 miles from State Road 924/Gratigny Parkway. A traffic analysis has been prepared by Langan Engineering, a copy of which is enclosed with this submittal. The study confirms that the project is expected to generate no more than 18 morning and 17 afternoon net -new peak -hour trips when compared trips generated by the existing development on the Property. The expected ingress volumes do not warrant the need for exclusive turn -lanes at the proposed site -driveway connections to public roads. The proposed development impacts to NW 42' Avenue are considered De Minimis compared to existing volumes. The development site is occupied by a 100,015 square foot warehouse building industrial uses. The proposed development will replace the existing warehouse and redevelop the site with a 247,174 square foot warehouse building and will use the existing driveway connection to NW 42nd Avenue as the main access for the proposed development. This letter report includes daily and peak -hour trip -generation calculations for the development. Attachment A contains the figures for this report. Figure 1 shows an aerial photograph of the site location. Project Description The proposed development comprises a 247,174 square foot warehouse with 248 off-street vehicle parking spaces, 64 trailer parking spaces and 56 loading bays expected to be built by 2023 or sooner. The 14.64 -acre site (Folio Nos.: 08-2129-000-0061) is at 12805 NW Le Jeune Road in Opa-locka, Florida. The development site has a driveway connection to NW 42nd Avenue that will be reused by the proposed development. Attachment B contains the site plan showing the proposed building and proposed driveway connection. Attachment B also includes the site survey. Trip Generation Analysis The proposed development is expected to generate 232 daily, 18 morning peak -hour and 17 afternoon net -new peak -hour trips. We prepared trip -generation estimates for the proposed development, summarized in Table 1, using equations from the 10th Edition of the ITE Trip Generation Manual. Project traffic was assigned 50% north and 50% based on the TAZ data and the surrounding roadway network. We interpolated the 2015 and 2045 directional -distribution values from the model data to develop 2023 percentages. Table 2 shows the proposed development's trip -distribution percentages. The proposed driveway connection to NW 42nd Avenue is an existing connection with a full median opening that allows left -turns and right -turns in and out of the development site. The driveway will be redesigned to the latest standards from the Florida Department of Transportation and will remain operating as a full -access driveway. The expected peak -hour ingress volumes do not warrant the need for exclusive turn lanes on NW 42"d Avenue. There is an existing southbound left -turn lane at project's driveway connection that will serve the expected traffic from the proposed development. Figure 2 shows the site -driveway peak -hour volumes. We reviewed the latest traffic counts from FDOT station 1181 and determined that the project is expected to impact NW 42"d Avenue with a significance level of 1.10 percent. A roadway is significantly impacted when the trips assigned to a roadway are five percent or more of its adopted LOS capacity. Therefore, the impacts of the proposed development are considered De Minimis. Attachment D includes the FDOT traffic data.
