HomeMy Public PortalAbout036-2021 - Grant - IFA - ARP Funds for Infrastructure COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA ORDINANCE NO. 36-2021 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,ACCEPTANCE,AND APPROPRIATION OF A GRANT FROM THE INDIANA FINANCE AUTHORITY WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source,and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The Indiana Finance Authority has grant funding available through its Subtitle M - Coronavirus State and Local Fiscal Recovery Funds grant program established via the Federal American Rescue Plan Act("ARPA")to assist with funding to be used by the City of Richmond for specified purposes associated in part with the COVID-19 virus; and WHEREAS, The City of Richmond desires to submit a grant application to obtain funding for the applicable specified purposes in accordance with ARPA and in accordance with Section 603 of the Social Security Act, as added by Section 9901 of the American Rescue Plan; and WHEREAS, No local match is required. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,Indiana, as follows: 1. The City of Richmond, in accordance with IC 36-1-4-10, has submitted or will submit a grant application to the Indiana Finance Authority to assist with funding to be used by the City of Richmond for specified purposes associated in part with the COVID-19 virus. The City of Richmond is authorized to accept said grant funding in an amount up to Seven Million Nine Hundred Seventy-nine Thousand Two Hundred Fifty-two Dollars and Ninety-seven Cents($7,979,252.97). 3. All grant funding, if awarded to the City of Richmond, shall be placed into Fund 0199 (ARP Coronavirus Local Fiscal Recovery Fund established by Richmond City Ordinance No. 19-2021 in accordance with Indiana State Board of Accounts State Examiner Directive 2021-1) and shall be appropriated for the following specified uses known collectively as the City of Richmond American Rescue Plan Act Resilience and Recovery Plan for Eligible Uses: a. Respond to the public health emergency with respect to the COVID-19 or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism,travel, and hospitality; b. Respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers of the county that are performing such essential work,or by providing grants to eligible employers that have eligible workers who perform essential work; c. For the provision of government services to the extent of the reduction in revenue (i.e. online, property or income tax) due to the public health emergency relative to revenues collected in the most recent full fiscal year of the county prior to the emergency(i.e. January 20,2020); or d. Make necessary investments in water, sewer or broadband infrastructure.
