HomeMy Public PortalAbout08-05-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, AUGUST 5,2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, August 5, 2021, in the Hutton Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; Elijah Welch, Sanitary Engineer, via Zoom; Bill Henry, Code Enforcement; Derek Hill, Director of Code Enforcement; Fire Chief Jerry Purcell; Greg Stiens, Director of Public Works and Engineering; A.J. Sickmann, Corporate Council; Lieutenant Donnie Benedict; and, Media via Zoom. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of July 29, 2021, supported by Mr. Evans.Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for August 6, 2021 in the amount of Two Hundred Eighty Seven Thousand Nine Hundred Fifty Two Dollars and sixty seven cents ($287,952.67), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT-None PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • NEW HANDICAP SIGN 305 North 17th Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Board of Works Minutes August 5,2021 • HANDICAP SIGN RENEWAL 318 North 13th Street Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • STREET CLOSURE Richmond Sanitary District On August 23, 2021 for approximately 4 weeks they are requesting to close Sheridan Street between NW"B" Street and Richmond Avenue (the Sheridan Street underpass). The official detour would use NW"E" Street and NW 1st Street. This is to help eliminate and/or reduce sanitary sewer overflows within the basin. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. BID OPENINGS • CONFIRMATION BY LAW DEPARTMENT OF PUBLICATION The Assistant City Attorney confirmed to the Board there was a Public Publication for this bid opening. • BID OPENING Demolition of buildings located at: 51 South 15th Street House/Garage 415 North 18th Street House 1807 North"E" Street House There was one bid submitted from B&B Construction for a total cost of$24,000.00. • PUBLIC HEARING President Robinson opened the floor for Public Hearing. There was no comments for or against, so the Public Hearing was closed. BID AWARDS -None CONTRACTS Board of Works Minutes August 5,2021 • CONTRACT NO. 95-2021 — RICHMOND COMMUNITY SCHOOLS AND THE CITY OF RICHMOND, INDIANA This is for the Fire Department and the Richmond Community Schools to maintain a partner youth program for the 2021 and 2022 school years for the purpose of providing eligible students with Fire and Rescue I and II class instruction and EMS program class instruction including certification. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 97-2021 —THOR CONSTRUCTION They will perform services which includes, but not limited to, furnishing labor and materials necessary to complete the remodeling of Fire Station No. 3 Phase II for the Fire Department. Not to exceed $88,912.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CHANGE ORDERS • CHANGE ORDER NO. 30 TO CONTRACT NO. 148-2014 (R 37463)—INDOT This is the final change order for cost adjustment for claim resolution. INDOT will not participate in this cost of the project. The City is fully responsible for the cost of this project. Not to exceed $173,590.76 Mr. Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried.
