PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, AUGUST 2,2021 The Common Council of the City of Richmond, Indiana met in a Regular Meeting August 2,2021 in the Hutton Community Room in said City. PLEDGE OF ALLEGIANCE ROLL CALL Present were Councilors Doug Goss,Lucinda Wright,Bill Engle,Jeff Cappa, Jeff Locke, Gary Turner, Jane Bumbalough,Ron Oler,and Larry Parker. Also in attendance were A.J. Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Beth Fields, Director of Infrastructure and Development; Fire Chief Jerry Purcell; Jeb Reece, Infrastructure and Development; Traci McGinnis, Deputy Controller, Jack Alvey, IMPA; Peter Blair, US Bank; Clay Miller; Tony Foster; Gordon Moore;Ian Vanness, City Planner;Tim Cummings;Len Spencer; and,Media. APPROVAL OF MINUTES Councilor Locke moved to hold the minutes of July 19, 2021 until the August 16,2021 meeting, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak must be in writing and submitted to the Clerk's office before noon on the Wednesday prior to the meeting.) RESOLUTION NO. 6-2021—A RESOLUTION AUTHORIZING THE INVESTMENT OF PUBLIC FUNDS INTO CERTIFICATES OF DEPOSIT PURSUANT TO I.C. 5-13- 9.5 Councilor Goss moved for approval, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. COMMUNICATION FROM THE MAYOR • Review of Community events Common Council Minutes August 2,2021 Page 2 of 4 MISCELLANEOUS Nominations for a new member for the Economic Development Corporation ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos. 37-2021 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion carried. ORDINANCE NO. 37-2021 — A GENERAL ORDINANCE AMENDING CHAPTER 150.05: PENALTIES The Clerk read Ordinance No. 37-2021 on first reading by title only. Ordinance No. 37-2021 was referred to the Finance Committee. ORDINANCES ON SECOND READING ORDINANCE NO.23-2021 —A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERAIN PARCEL FROM LOW-DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICT AND MEDIUM DENSITY SINGLE FAMILY RESIDENTIAL DISTRICT TO INSTITUTIONAL DISTRICT(0 Round Barn Road) The Clerk read Ordinance No. 23-2021 on second reading by title only. The Planning Staff nor the Plan Commission presented a recommendation. There being no comments for or against,Councilor Oler moved for engrossment,supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Oler called for the question, supported by Councilor Goss. Ordinance No. 23- 2021 was adopted with a 9-0 roll call vote. ORDINANCE NO.31 2021 —A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM LOW DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICT TO MEDIUM DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICT(1800 South 23`d Street) The Clerk read Ordinance No. 31-2021 on second reading by title only. The Planning Staff and Plan Commission recommended approval. • Common Council Minutes August 2,2021 Page 3 of 4 Speaking to the Ordinance was Gordon Moore, Beales-Moore Surveyors. There being no comments against, Councilor Goss moved for engrossment, supported by Councilor Oler. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Oler. Ordinance No. 31- 2021 was adopted with a 9-0 roll call vote. ORDINANCE NO. 32-2021 —A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM AGRICULTURAL DISTRICT TO INSTITUTIONAL DISTRICT (1817 Highland Road) The Clerk read Ordinance No. 32-2021 on second reading by title only. The Planning Staff and Plan Commission recommended approval. Speaking in favor were Messrs. Cummings and Spencer. There being no comments against,. Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question,supported by Councilor Bumbalough. Upon a vote viva voce, Ordinance No.32-2021 was adopted with an 8-1 roll call vote. Dissenting was Councilor Turner. ORDINANCE NO. 34-2021—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM URBAN RESIDENTIAL DISTRICT TO CENTRAL BUSINESS DISTRICT(122 & 124 North 7th Street) The Clerk read Ordinance No. 34-2021 on second reading by title only. The Planning staff offered no recommendation. The Plan Commission recommended approval. Speaking to the Ordinance was Mr. Miller. There being no comments against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Cappa. Ordinance No. 34-2021 was adopted with a 9-0 roll call vote. CALL FOR ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,the meeting was adjourned.
