The Common Council of the City of Richmond, Indiana met in a Regular Meeting July
19,2021 in the Community Room in said City.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Councilors Doug Goss, Jeff Cappa, Gary Turner, Jane Bumbalough, Ron
Oler, and Larry Parker. Absent were Councilors Engle and Locke.
Also in attendance were A.J. Sickmann, Corporate Council; Karen Chasteen, City Clerk;
Emily Palmer, Controller; Beth Fields, Director of Infrastructure and Development; Fire
Chief Jerry Purcell; Jeb Reece, Infrastructure and Development; Traci McGinnis Deputy
Controller, Greg Stiens,Public Works; and,Media.
APPROVAL OF MINUTES
Councilor Oler moved to approve the minutes of the regular meeting held July 6, 2021,
supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried.
PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND
INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak
must be in writing and submitted to the Clerk's office before noon on the Wednesday
prior to the meeting.)
RESOLUTION NO.6-2021—A RESOLUTION AUTHORIZING THE INVESTMENT
OF PUBLIC FUNDS INTO CERTIFICATES OF DEPOSIT PURSUANT TO I.C. 5-13-
9.5
Councilor Goss moved for approval, supported by Councilor Cappa. Upon a vote viva
voce,the motion carried.

Councilor Oler moved to amend the• agenda to hear Ordinance No. 36-2021 before
Ordinance No.35-2021,supported by Councilor Cappa. Upon a vote viva voce,the motion
carried.
ORDINANCES ON FIRST READING
Councilor Oler moved to suspend the rules and read Ordinance Nos. 31, 32, 33, 34, 35 &
36 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva
voce, the motion carried.
ORDINANCE NO. 31-2021 —A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM LOW DENSITY SINGLE-FAMILY
RESIDENTIAL DISTRICT TO MEDIUM DENSITY SINGLE-FAMILY
RESIDENTIAL DISTRICT(1800 South 23`d Street)
The Clerk read Ordinance No. 31-2021 on first reading by title only.
Ordinance No. 31-2021 was referred to the Plan Commission for due diligence.
ORDINANCE NO.32-2021 —A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM AGRICULTURAL DISTRICT TO
INSITUTIONAL DISTRICT

ORDINANCE NO.36-2021—AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA FINANCE AUTHORITY(Covid Recovery Funds)
The Clerk read Ordinance No. 36-2021 on first reading by title only.
The Finance Committee recommended approval.
Councilor Oler moved to advance Ordinance No. 36-2021 to second reading and public
hearing, supported by councilor Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Oler moved to engross,supported by Councilor Bumbalough. Upon a vote viva
voce,the motion carried.
Councilor Cappa called for the question, supported by Councilor Oler. The motion carried
with a 6-0 roll call vote.
ORDINANCE NO.35-2021 —AN APPPROPRIATION ORDINANCE
AUTHORIZING THE SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF A
GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION •
(Community Crossings)
The Clerk read Ordinance No. 35-2021 on first reading by title only.
The Finance Committee recommended approval.
Councilor Cappa moved to advance Ordinance No. 35-2021 to second reading and public
hearing, supported by Councilor Oler. Upon a vote viva voce,the motion carried.
Councilor Oler moved to engross,supported by Councilor Bumbalough. Upon a vote viva
voce,the motion carried.
Councilor Oler called for the question, supported by Councilor Bumbalough. The motion
carried with a 6-0 roll call vote.
