HomeMy Public PortalAbout007-2021 - Supports participation in the READI program COMMON COUNCIL • CITY OF RICHMOND,INDIANA RESOLUTION NO. 7-2021 A RESOLUTION SUPPORTING PARTICIPATION IN THE INDIANA REGIONAL ECONOMIC ACCELERATION AND DEVELOPMENT INITIATIVE WHEREAS, The Indiana Economic Development Commission ("IEDC") has released an Indiana state-wide initiative known as the Regional Economic Acceleration and Development Initiative ("READI") dedicating Five Hundred Million Dollars ($500,000,000.00) in state earmarked appropriations to promote strategic investments; and WHEREAS, The East Central Indiana Regional Partnership ("ECIRP") is an Indiana domestic nonprofit corporation which is in the process of preparing a Regional Development Plan for and in cooperation with the Indiana counties of Blackford, Delaware, Grant, Henry, Jay, Randolph, and Wayne, which neighboring counties and their participating cities and towns are collectively designated for purposes of the initiative as "Region 7"in Indiana; and WHEREAS, ECIRP is in the process of developing a Regional Development Plan and Strategy known as the"Forge Your Path" Strategy and the use of the Plan will be utilized to apply for up to Fifty Million Dollars ($50,000,000.00) from the Indiana initiative to accelerate the implementation of region projects and programs as further outlined in the initiative's guideline documents and support materials distributed to community officials; and WHEREAS, The initiative's priorities are focused on projects which support long-term impact on Region 7 with the Indiana state goal to be to encourage neighboring counties,cities,and towns to create a shared vision for the future by developing quality of place, innovation, entrepreneurship, quality of opportunity, and quality of'life enhancements, including infrastructure implement, property revitalization, and enhancement of cultural amenities; and WHEREAS, The City of Richmond, Indiana ("City") has participated in various focus groups and the City has identified funding sources in which the City may participate with the release of local funds to be granted to the initiative in the event the Region 7 collection of stakeholders is chosen to benefit from the State initiative; and WHEREAS, The governmental participants located in Region 7 which wish to participate in the initiative, must have the support of the participating unit's governing • officials who represent the unit in order for each participating governmental unit to endorse the initiative plan and participate in the broad coalition of public and private stakeholders which will oversee the initiative activities; and WHEREAS, The City, by and through its Common Council as the City's legislative and fiscal body,and by and through its Executive Mayor,after having reviewed the materials released by the State of Indiana and the IEDC for the READI initiative, and with the acknowledgement of the support and participation of other private entities and stakeholders, wishes to adopt this Resolution of Support to confirm and acknowledge the participation of the City in the Region 7: Forge Your Path Strategy which may be utilized in the event the Region 7 stakeholders is chosen to benefit from READI. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Richmond and by the Mayor of the City of Richmond that the City of Richmond hereby expresses its support of the Region 7 Forge Your Path Strategy and expresses the City of Richmond's intent to participate in the Indiana Regional Economic Acceleration and Development Initiative as outlined in the program materials released by the Indiana Economic Development Commission.
