The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday,August 12, 2021, in the Hutton Community Room at the Municipal Building, 50 North
5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer; Matt Evans was absent
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Specialist; Police Chief Mike Britt; Lieutenant Donnie Benedict; Bill Henry, Code
Enforcement; Derek Hill, Director of Code Enforcement; Greg Stiens, Director of Public Works
and Engineering; Cierra Bailey, Farmers Market Coordinator; Ian Vanness, City Planner(running
Zoom)and,Media via Zoom.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of August 5, 2021, supported by Ms. Robinson. Upon
a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Ms. Palmer moved to approve the Claims for Payment for August 13, 2021 in the amount of One
Hundred Seventy Eight Thousand One Hundred Seventy Dollars and seventy-four cents
($178,170.74), supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Ms. Palmer moved to approve the Payroll Claims for Payment for August 13, 2021 in the amount
of Eight Hundred.Sixty Eight Thousand Two Hundred Seventy Dollars and fifty-nine cents
($868,270.59), supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
Ms.Palmer moved to approve a voided and reissued special Payroll Claims for Payment for August
13, 2021 in the amount of Three Thousand Five Hundred Seventeen Dollars and ninety-two cents
($3,517.92), supported by Ms. Robinson. Upon a vote vive voce, the motion carried.

Re-establishment and future maintenance of pay differentials for the Richmond Police
Administrative Officers.
Acknowledged and taken under advisement per Ms. Robinson.

• STREET CLOSURE
Richmond Parks Department
Request to close North Service Drive between South 6th and & 7th Streets (off of Elstro
Park)every Monday evening at 9 pm until Tuesday evening at 9 pm from May—September
to help vendors of Market. Putting signs out every Monday night would be the
responsibility of the Market Coordinator.
Ms. Palmer move to approve, supported by Ms. Robinson. Upon a vote vive voce, the
motion carried.

CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT NO. 62-2020 — MILESTONE
CONTRACTORS, L.P.
' Whitewater Gorge Connector Trail Project - The Sanitary District installed a sewer pipe
trough across the trail area. Flowable fill was then used to backfill the trench where it
crosses under the trail. The Sanitary District will pay for this change order.
Not to exceed$10,971.00
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote vive voce, the
motion carried.
• CHANGE ORDER NO. 2 TO CONTRACT NO. 105-2020 MILESTONE
CONTRACTORS,L.P.
Heritage Trail Project—additional tree removal and clearing required to install trail
Not to exceed$2,475.00
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote vive voce, the
motion carried.
