THE CITY OF RICHMOND, INDIANA, TUESDAY, FEBRUARY 19, 2002
The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m., Tuesday,
February 19, 2002, in the Council Chambers in said City. President Bruce Wissel presided with the
following Councilmembers present: Howard "Jack" Elstro, Etta J. Lundy, Karl Sharp, Bing Welch, Larry
Parker, Phil Dickman and Sarah "Sally" Hutton. Paul Combs was absent. The following business was
conducted:

APPROVAL OF MINUTES
Minutes of the February 4, 2002 meeting were approved on a motion by Councilmember Welch, second by
Councilmember Sharp and carried on voice vote.
PRESENTATION OF REMONSTRANCES, PETITIONS, MEMORIALS, INTRODUCTIONS,
MOTIONS AND PUBLIC COMMENTS
COMMUNICATION FROM THE MAYOR
Mayor Shelley Miller said she had distributed copies of the State of the City address she had made earlier
in the day to the Councilmembers who were not able to attend that meeting. She added that attached to that
were copies of the reports given by the department heads also at that time, telling of their accomplishments
and goals.
She also stated that she had distributed copies of some information she received at the IACT Legislative
Conference last week in Indianapolis. She added that it addresses the subject of the regulatory and
legislative impact on property taxes. She invited Councilmembers to pass along to her any suggestions they
might have along those lines so that she could share them with the IACT Legislative Committee which
meets weekly.
She gave a brief update on what is going on with the Carpenter facility, noting that the City continues to
work with two separate buyers, but has encountered an obstacle through IDEM and she will be going to
Indianapolis tomorrow to discuss that problem.
She said the City's efforts of communicating with the railroad has been successful with the latest issue of
the improvement order by the railroad company. She said City Engineer Bob Wiwi had been working with
them and they have agreed to do the necessary improvements to the railroad crossing as soon as the
weather breaks. She said the City would follow up with laying the asphalt for that area. She also added that
because of the nice weather the citizens of Richmond have been enjoying this winter, the Street
Commissioner said he would be doing some street sweeping beginning Monday which is unusual activity
for this time of year:

President Wissel announced that Council had received a nomination form containing the renewal
application of John Rusie to serve on the Redevelopment Commission. He said a vote will be taken at the
next meeting.

Councilmember Elstro moved to read Ordinance No. 12 - 2002 by title only, second by Councilmember
Welch and the motion was carried on a voice vote.

ORDINANCE NO. 12 - 2002
The Clerk read Ordinance No. 12 — 2002 — A SPECIAL ORDINANCE AMENDING THE REZONING
AT 1900 EAST MAIN.STREET, 15-19 NORTH 19TH STREET AND 16 NORTH 19TH STREET
President Wissel explained that the.ordinance deals with a request to amend the zoning map at 1900 East
Main Street, also known as 15-19 North 19'h Street and 16 North 19'h Street, as an R-3 special use district to
allow the use of the properties for construction of an addition to the optometrist office and for accessory
parking to the optometrist office.
He said this would be referred to the Plan Commission to hear on February 28, 2002. Councilmember
Welch had a question for Planning Director Bob Goodwin, who was in the audience, about the parking that
Council allowed on the optometrist's lot when it adopted the ordinance concerning the Bed and Breakfast
across the street. Goodwin said that Drs. Reising and Burkhart want to expand that facility that they have
there which was granted originally as a special use and he said he explained to them that they would have
to amend that special use because the site plan becomes a part of the ordinance. He said this ordinance
would probably even be a greater benefit for that B & B.

ORDINANCE NO.93 — 2001
The Clerk read Ordinance No. 93 — 2001 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR
DEDUCTIONS UNDER I.C. 6-1.1-12.1
President Wissel said Council is waiting to receive a revised copy of this ordinance. City Attorney Bob
Bever said he and Tony Foster of the Community Development department have been putting together a
new form for First Bank and it should be ready for Council at its next meeting on March 4, 2002.
