A canvasser under this a,rdinance is hereby defined ' as ane wha canvasses, solicits subscriptions, orders, opinions or infarmatian of any kind whatsoever. Section 2: .Permit Aequl.red: No person, firm or corporation shall solicit or canvass' in the, Village of Plainfield without first obtaining a permit therefor. Section ~: Applications Any person, firm or corporation desiring a permit under this ordinance shall make written application therefor to the Village Clerk... at J.east ten (lb) days prior. to the time the solicitation or canvassing is to begin. Such application shall stater (a ) The date of said appl ica,t io.n. (b) The name of the applicant, and ~f a corporatio.n.the name of the president, secretary and treasurer. (c) The address of the applicant. (d) tae number of persons to be employ~;d under such permit and the name and address of each. • (e ) rl'k'i.e manner in Which applicant intends to solicit or canvass.. (f) The purpose of the solicitation or canvassing, the items or commodities for which orders are to be taken ar which are to be offered for sale, and upon: request, samples of said items shall be submitted to the Village Clerk for inspection and may be by him submitted to the Village Health Officer, Fire Chief or Chief of Police, for the purpose of securing a written recommendation to the Pz°csident of .the Board of Trustees as to whether a permit for the sale thereof should be issued. (~) The period for which the permit is .desired. s• 4: /~ -~- • n M ,..~ Section ~: Issuance; 'T'he President of the Village of Plain- field shall 1,ssue permits upon applications in all instances where the applicant is of good moral character and reputation and has complied with all ordinance or statutory requirements for the issuaned. thereof Section ~; Duration: `T`he permit shall expire at the end of the period set far the soliciting or canvassing. X: Section b; identification Cards: The Village Clerk shall issue a acrd. of identification to every person, .firm or corporation applying far and obtaining a permit under this ordinance and for every person who is to solicit or canvass under said permit and it shall be the duty of every person, firm, member of a firm, corporation or agent or representative of said corporation, solicitir~; or canvassir~ under such permit, to retain the identification card ora his vehicle or person for the purpose of establishing his, theirs ar its right to solicit or canvass within the Village and shall immediately display same to every person asking thdrefor. Section ~. Exemptions; The provisions of this ordinance shall .not apply to sellers of .tickets far religious, educational or chartable entertainments to be held within the Village of Plainfield, nor shall the provisions of this ordinance apply to any person authorized to sell the produce of his farm, orchard, vineyard or garden under the provisions of an Act of the; General Assembly of the State of Illinois, entitled "An Act for the Protection of Farmers, Fruit-C3rowers, Vine-Growers and' Gardens Approved January 13, 1ffi72". (195'7 Ill. ~3ev. Stats., Chapt. ~ Sec. 91), or to any person, firm or corporation who has received a license under any other ordinance of the Village of Plainfield far such soliciting or canvassing. Section 8: False 1epresentation: No solicitor ar canvasser shall make any false representation as to the character, quality, or nature of his wares or for the' purpose for which the solicitix~ or canvassing is to be done, either for the purpose of obtaining a permit ar for the purpose of proving that he is exempt f ram. the provisions of this ordinance. w ._ ~~ ~ ~ ~ +.,~ „~.~. Sectian ~: Sunday SQlicitirag and Canvassing Prohibited; Na person, firm or corporation receiving a pernnit under this ordinance shall solicit or canvass in the Village of Plainfield on Sundays. Sectian 10: Penalty: Any person, f~.rm or corpox°ation violating any of the prov~.sians of this ordinance shall be fined not less than 10,.00 and not more than 200.00 for each offense. Sect ion 11 ~ Aevocat ion: The President of the V illage of Plainfield shall have the power to revoke any Permit far vialatinn by the solicitor or canvasser or his, their or its agent, of any afi the ordinances of the Village of Plainfield applicable to the business. or occupation of such sod-icitar or canvasser or pertaining to the use of such permit. Section 12; .Permits n.ot transferable: Permits issued under this ordinance shall not be transferable. Sectian ~: Savings Clause: The invalidity of any part or section hereof shall not effect the validity of the remainder hereof, Section 14: Effective Date: rI'his ordinance shah. be in full farce and effect from and after its passage, approval anal publication as required by law.
